I think you should pay attention to the fact that your original contains "интегральный" (often "cumulative" in math, statistics, and economics), and that "deflator" is a common term in contexts resembling yours. Also, there can be a "deflator index" or a "cumulative deflator index." Look up those phrases, to see examples.
So, it seems to me that you have something like this: "... the rate of indexation, which takes into account the factor of inflation in economic growth, is derived using a cumulative deflator index with 2007 as the base year; it is determined for each year by compounding the cumulative annual deflator indexes." Or "indices," if you please. Or maybe "принимается на уровне" just means it's the same as this c.d.i.? You tell me. If so, then "... is set equvalent to the cumulative deflator index..."
