Mild miotonic syndrome.

The child has mildly (or not strongly) expressed syndrome, involving the muscles. The muscle tone is decreased. Sorry, I am not able to help with the abreviations.

Although we could try some playful guess work here, like:

6. Пневмоэнцефалопатия... and what not, but I am pretty sure that the Russian abbreviation stands for psychomotor epilepsy (the English term does not have the word "fit", but the Russian abbreviation actually means both the state and the fit.

I suspect, but am not certain, that this may be Oppenheim's syndrome, or amyotonia congenita, described as "atonic pseudoparalysis of congenital origin...observed especially in infants and children... characterized by absence of muscular tone only in muscles innervated by spinal nerves."
