not re-sharpening. You can sharpen a tool over and over again, the "re" is not necessary.
And you should say "fine-grained vitreous raw materials" which is what your original says. It is describing raw materials that must have come from a different site.
So I would say: "characterised by the presence of tool-sharpening debris on top of fine-grained vitreous raw materials not available in the area of study."

the whole phrase which translates "desechos de reavivado de instrumentos" should be "tool-sharpening debris" rather than putting it in the long way you suggest. In this context "instrumentos" is always "tools" in English, not instruments. Archaeologists use a very specific terminology which is best to stick to where you can.
