I am translating an academic article about urban planning. One of the points is defining the different parameters, this is one of them:

Artículo 39. Edificabilidad
Se entiende por edificabilidad la superficie construida total que tiene un ámbito determinado. Se expresa en metros cuadrados de techo (m2t). it appears again in;
Coeficiente de edificabilidad neta
Se entiende por coeficiente de edificabilidad neta la relación entre la edificabilidad y la superficie, ambas referidas a una parcela o a un conjunto de ellas. Se expresa en metros cuadrados de techo por cada metro cuadrado de suelo (m2t /m2), looking up hpw to measure the net area, again I can't find any reference to roof or ceiling area. (NOTE: this refers to the city of Valencia)

My doubt is M2t - de techo ? I can't find any reference to measuring cileing/roof. meters squared of roof/cieling m2f ?

Buildability or suitability for building I don't think any of the answers above are adequate or accurate, except for the third, however, 'suitability for building' is more convenient in terms of standardized expression manners.

Erroneous description "Edificabilidad" - Según la Real Academia Española (RAE), la edificabilidad es la posibilidad de edificar... So it really means the potential for building, and not "la superficie construida", which would mean the area already built up. Academic indeed.

building coefficient

"Edificabilidad" is a calculation of how much space can be built and it is often referred to as "cociente de edificabilidad".

spec.: plot ratio; gen.: development (planning) potential

coeficiente de edificabilidad neta > net plot ratio

Already in the glossaries (pls. see the weblinks) with plot ratio and the non-standard term of 'buildability'.

My own glossary has (non-copyrighted) entries of development and (Town & Country) planning potential, the latter terms serving me well in a general context and included in my answer for the record.

That apart / eso aparte as we used to say at our bufete, a blank is drawn SPA/ENG or FRA on IATE and in my own tech.and engineering dictionaries: Robb & Malcorn.
Example sentence:

Development potential means vacant land that is located wholly or partially within an area that is zoned pursuant to the applicable Zoning By-law that would permit the construction of a building or structure greater than 50 square metres.

¿Qué es la edificabilidad?

Este es, posiblemente, uno de los términos más importantes dentro de los parámetros urbanísticos que afectan a una parcela. Según la RAE, la edificabilidad es la posibilidad de edificar en un suelo según la norma urbanística y también es el coeficiente que mide la capacidad edificable de una parcela, expresada en metros cuadrados de techo edificable por cada metro de superficie.

Es decir, la edificabilidad nos indica cuanta superficie cubierta o bajo techo vamos a poder construir en una parcela por cada metro cuadrado que tenga. Si, por ejemplo, compramos una parcela de 500 m2 con un coeficiente de edificabilidad de 2 m2 de techo por cada 1 m2 de suelo, podremos construir en total 1000 m2 de superficie bajo techo (en este caso, al ser superior a la superficie de parcela total, habrá que dividir estos 1000 m2 en varias plantas).
