I THINK they are using the term as a noun, i.e., calling the action of reprograming a "reprogramado," and not as an adjective that is missing something in front of it, i.e., "Los bancos reprogramados," etc. In other words, I think it is a synonym of "reprogramaciones."

More context would help, too...

with no context is hard to say whether this relates to people or things, either way the it's reprogrammed

but it might be : reprogrammed X if an object,
And if it's people, it's scary
