I understand this to be "aplicación" as in a software program. Any thoughts?

The word "aplicativo" is always used in Argentina by the Dirección General Impositiva (our Tax Bureau) to refer to the software programs we, taxpayers, have to use to submit and/or print our tax returns and all other relevant information and paperwork
