It can also be called a "time deposit", but this is how it is most commonly referred to.
Most CDs allow early witdrawal, but there is usually a penalty. If you are sure "precancelable" means there is no penaly then you could use "CD with no penalty for early withdrawal." If there is a penalty then just translating it as "Certificate of Deposit" should work.
