Creo que es la manera mas natural de decirlo y a menos que en el contexto "local" quede fuera de lugar, en ingles siempre se habla de the local community.

which, presumably, is the entity that is on the receiving end of a subsidy or donation of some sort.

Alternatively, you could condense the whole thing:

"These agreements establish the (amount of the) contributions to be made by the Mission, by each municipality [or "each municipal government"], and by the community in question..."
