Yeah I think it's a clarification thing Going on the next entry, which mentions "Obras de Construcción", Portacabins spring to mind, so I reckon they're just trying to clarify that the buildings are "fixed" and will remain in place "permanently". My 2 cents :)

I don't think there's any difference between fixed and permanent - it looks to me as though 'or permanent' is intended to provide alternative terminology for the sake of clarity.
