With the previous bit, "no desea omitir esfuerzos", I think you could say: "it desires to spare no effort, and indeed it has made every effort". "Los" refers to "esfuerzos"; it means "deja los esfuerzos cumplidos"; in other words, he's really saying that it intends to make every effort and has done so. I think you've got to repeat "effort" in English, but the great thing is to link the two parts together like this through "esfuerzos", as in the original.

Adding "indeed" makes it read more naturally to me.
