I'm not sure what this term means in this context. It is a Chilean news article going into US English. Here it is:

"Sólo se esperaba la llegada al tribunal de garantía de Sr. XX para formalizarlo por la investigación de supuestas irregularidades..."

My attempt:

"Now, the only thing awaited is Mr. XX's arrival to the guarantee court to interrogate him for the investigation into alleged irregularities..."

Sort of confused if this means charging him, arraigning him, questioning him, etc. Also a bit unsure on the "tribunal de garantía".
Any help would be greatly appreciated. Thanks in advance!!

I assume Sr. XX is being formally charged in this investigation, so I think arraign would work. As far as tribunal de garantias, I found that it is usually an abreviated form for tribunal de garantias constitucionales. I'm pasting the link to the website beloow. Hope this helps.

formalizar en legal es tomar acciones de orden legal... formalizar una investigación que haya un informe del fiscal por ejemplo, formalizar una denuncia - lo que le dijiste al gendarme en la calle, ponerlo por escrito y firmarlo...

así entiendo esto...
