The document is basically stating that a non-national was held in a Spanish-speaking country without an interpreter, with no documents in his own language. At the end, it mentions these 2 witnesses who were not sworn in properly and the middle part is where I got stuck.

In this case (experts) it is not an office or position, it is a DUTY.
