In most legal documents "Radicar" means to issue. You will find this term generically in passports, I.D cards etc.

"Radicacar" means to issue, this term may be familiar in legal documents of all sorts. In passports you will find Issue Date, as you will in any other legally binding document. There may be equivalent terms, but to issue is the standard word.
