This is to *confirm* ffc's answer, which is quite correct. A bit of explanation of why this is so obvious: most of the illegal immigrants arriving in Spain (and in Europe) from Africa come in small craft across the Straits. A lot of them don't make it anyhow. Apparently this has led to lots of corpses turning up on the beaches in Gibraltar and neighboring Spain. A situation similar to what was happening with Haitians and Cubans trying to get into the US.
