transom Espejo de popa is the transom. the term Lisa needs refers to the protected area of water inside the harbour – the basin.

Hmm. I remembered that the 'esejo' that I needed to translate in the past was 'espejo de popa' but it is not at all certain that it was anything to do with the term you need because 'popa' isn't mentioned in the text you have provided and the text suggests varying translations. Just come across the following mentions of 'espejo' further on in the doc:

In this context, espejo means the sheltered water within a harbour. Espejo because, as it is sheltered, the water is flat and reflects light, not like the choppy water outside.
