This word appears in a military document and I believe refers to its "sneaky" alternative meaning, which is "to provide cover" or "pay". The context is
"X utarbetas av kommendanten. Funktionen bestrids av ledningssektionen."
I'm thinking along the line of
"X is prepared by the barrack master. Operations are covered by the command section."
Would be grateful for input.

It would appear here that the intended meaning is "conducted by", that the operations would be conducted by the command section. (if command section is actually the correct translation for "ledningssektionen.")

: Since 'bestrida' can be interpreted in several ways, a question to the client will most likely provide the best answer.

yes, precisly - but I dont see how 'defray' would apply in any situaiton.

I think that the military operations are defrayed (I like that word - but since it wasn't in Gullberg does that make Gullberg an inferior reference?) in respect to expenses by the command section.
Couldn't that make sense - the client isn't presently available for questions, and I was hoping to figure it out - with a little help from friends. Your valuable input is much appreciated.
