«THOSE WERE VERY HAPPY ROMAN DAYS»: ELIZABETH GASKELL, LO SGUARDO DI UNA SCRITTRICE MODERNA SULL’ITALIA.
«Are we really coming – and shall we truly see Rome? I don’t believe it. It is a dream! I shall never believe it, and shall have to keep pinching myself!»
Quando Elizabeth Gaskell arriva in Italia per la prima volta, l’epoca gloriosa del Grand Tour e quel «corteo magico» di viaggiatori che dalle isole britanniche per oltre un secolo si erano avventurati attraverso il continente fino all’Italia per raffinare la propria educazione, avevano cambiato volto. È il 1857 e il modo di viaggiare e di osservare, così come la realtà storica e sociale osservata, avevano subito profondi mutamenti, influenzati da eventi che avevano sancito la fine dell’epoca dei Lumi, la diffusione di ideali rivoluzionari e, ancora, il trionfo e la caduta di Napoleone Bonaparte e infine un nuovo assetto geografico, politico ed economico.
La minaccia rappresentata dalla Francia napoleonica trattenne il viaggiatore inglese almeno fino alla sconfitta definitiva di Napoleone a Waterloo, cui fece seguito una nuova ondata di avventurosi che si giovarono di nuove vie di accesso, come il passo del Sempione, costruito proprio durante il periodo della dominazione napoleonica in Italia, che sostituì l’impervio – ma, per molti, “iniziatico” – passaggio del Moncenisio.
Uno dei cambiamenti più interessanti, che rispecchiava del resto un più generale stravolgimento delle classi sociali inglesi e quello che E.J. Hobsbawm ha definito Il trionfo della borghesia fu il diffondersi della “moda” del viaggio a tutti gli strati della popolazione. Laddove lungo tutto l’arco del Settecento il viaggio era stato prerogativa esclusiva di ricchi rampolli che venivano spediti, precettore al fianco, ad ammirare le vestigia delle antichità classiche per poi tornare in Inghilterra – a loro dire – ancora più colti e raffinati di quando erano partiti, nell’era in cui era il capitale – e non l’educazione – che distingueva tra loro i non nobili, il viaggio nel continente divenne accessibile a molti e quasi irrinunciabile per chiunque volesse darsi un’aria di rispettabilità – e avesse i mezzi per farlo.
Non stupisce allora che Elizabeth Gaskell si fosse recata in Italia per la prima volta per motivi che davvero non avevano nulla a che fare con il piacere di viaggiare e dell’arricchimento culturale. Il suo primo viaggio in Italia, in compagnia delle due figlie maggiori, Marianne e Margaret Emily (“Meta”), fu piuttosto una vera e propria “fuga” alla vigilia della pubblicazione della sua biografia di Charlotte Brontë. In previsione delle reazioni di coloro che si sarebbero visti “ritratti” nella biografia brontiana, Gaskell preferì allontanarsi dall’Inghilterra per un po’, cogliendo l’occasione di un invito a Roma da parte di alcuni suoi amici americani, gli Story, che allora soggiornavano al numero 43 di Via San Isidoro.
Sebbene le premesse per la sua visita in Italia non fossero proprio quelle del “tipico” viaggiatore inglese sul continente, l’atmosfera in cui Gaskell si tuffò al suo arrivo a Roma – che coincise con l’inizio del Carnevale – s’impresse su di lei in modo indelebile, abituata com’era, del resto, a una vita completamente diversa, da moglie di un reverendo di fede unitariana impegnata nelle cause sociali di una «murky smoky» Manchester e delle sue fabbriche, così abilmente descritte nei romanzi gaskelliani, non a caso etichettati dalla critica come “romanzi industriali”. Com’era consuetudine dei visitatori stranieri, gli Story attiravano nel salotto della loro abitazione a Roma buona parte dell’intellighenzia britannica e soprattutto americana che affollava la città eterna. Ai loro ricevimenti presero parte numerosi artisti e scrittori, come William M. Thackeray, Hans Christian Andersen e i Browning, convenuti a Roma per ammirarne le bellezze e approfittare di un clima più mite. Il balcone che avevano affittato su via del Corso era una finestra ideale per poter godere lo spettacolo delle sfilate carnevalesche che procedevano ininterrottamente avanti e indietro per la curiosità e la gioia degli osservatori. Fu proprio durante una di queste festose processioni che il futuro storico dell’arte e professore ad Harvard, l’americano Charles Eliot Norton, allora uno studente trentenne, fece il suo ingresso ufficiale nella vita di Elizabeth Gaskell. È la figlia Meta Gaskell a narrarci l’episodio, a distanza di molti anni:
I can see your [i.e. Norton’s] face and smile now (as distinctly as if I were only just turning away from them) when you caught at some confetti that Mama was dangling on a long stick from the balcony – and Mama said ‘Oh look what a charming face!’ and Mr. Story (I think it was) said ‘Oh, that’s Charles Norton’, and then there was chorus of welcome and bidding you come up.
Tutto quel che sappiamo è che Norton si prestò volentieri ad assumere il ruolo gradito di cicerone, accompagnandola e guidandola in lunghe passeggiate tra rovine classiche e palazzi rinascimentali, gallerie d’arte e giardini, concedendosi spesso delle gite nella campagna circostante, soprattutto ad Albano. Del periodo trascorso a Roma, non restano che pochissime testimonianze di Gaskell fatte a posteriori, solo pochi ricordi, seppure vividi, che tuttavia non colmano l’assenza delle descrizioni che doveva senz’altro aver fatto nelle lettere indirizzate al marito William o agli amici rimasti in Inghilterra. «Pray burn any letter» , aveva scritto alla figlia Marianne; infatti, un numero imprecisato di missive – e tutte le lettere di Elizabeth Gaskell a William Gaskell – sono state sistematicamente distrutte e dei giorni romani non restano che ricordi delicati e commossi, che solo di rado riescono ancora a darci la misura del turbinio di emozioni che la scrittrice doveva aver provato:
It was in those charming Roman days that my life, at any rate, culminated. I shall never be so happy again. I don’t think I was ever so happy before. My eyes fill with tears when I think of those days, and it is the same with all of us. They were the tip-top point of our lives. The girls may see happier ones – I never shall.
Quanto e in che misura Charles Eliot Norton abbia contribuito alla felicità di Elizabeth Gaskell durante il suo soggiorno romano, non ci è dato saperlo. Forse, come ipotizzato nella biografia gaskelliana più autorevole, tra i due non v’era altro che una rara sintonia nel sentire, un rapporto esclusivo ma basato sul rispetto reciproco: «that experience can perhaps best be described by the rather old-fashioned expression, Platonic Love». Ne sono prova anche le numerose, lunghe lettere che i due continuarono a scambiarsi negli anni a venire, lettere sincere, spontanee, racconti di vita quotidiana, condivisione di gioie e dolori. Se sembra esserci un momento di distacco, mai netto, è dopo il matrimonio di Norton, cui fa seguito, forse, un tono più pacato di Gaskell, una minore confidenza da parte sua, una graduale trasformazione di Norton da «dear friend» a «cousin» e «son». Ma è pur sempre vivo il ricordo di quei giorni trascorsi a Roma, e poi a Ronciglione, San Quirico d’Orcia, Siena, fino a Bologna, Firenze e infine a Venezia, dove Elizabeth Gaskell e Charles Eliot Norton condividono l’ultimo scorcio d’Italia prima di dirsi addio:
Do you suppose we forgot the Torcello Sunday? No! not to the material fact of our hunger & cold when we came in! Our sky here was so like the sky over the Lagoons on that day, and the lovely Stars of Bethlehem, and the stones, all carved, & square cut below the water level of the Canal Banks; & the Cathedral – oh happy lovely day, - I wish you could come over again. And the Campagna ‘bits’ in your letters always give one a sort of heimweh –

Anche se a tutt’oggi le testimonianze e le riflessioni gaskelliane sull’Italia, come già ricordato in precedenza, sono poche e frammentarie per quanto concerne il suo epistolario, esistono tuttavia alcune prove della scrittrice mancuniana che stupiscono il lettore abituato alla sua scrittura, prevalentemente romanzesca. Mi riferisco in particolare a una prefazione di Gaskell alla versione inglese del volume Garibaldi a Caprera, del colonnello Candido Augusto Vecchi e, soprattutto, a un breve saggio intitolato ‘An Italian Institution’, pubblicato nel 1863 sulla rivista dickensiana All the Year Round.
Certo l’intenzione di scrivere una prefazione a un’opera – in traduzione – dedicata a una parte della vita di un personaggio tanto importante per la storia e la cultura del popolo italiano rientrava nel clima di generale e simpatizzante entusiasmo mostrato dagli inglesi sin dai primi fermenti del Risorgimento. Erano molti gli italiani che erano emigrati in Inghilterra sin dalla seconda metà del Settecento - intellettuali, artisti, musicisti – che si guadagnavano da vivere insegnando la loro lingua. Ma la prima metà del secolo XIX assistette a un insolito afflusso di esuli politici che si portarono dietro gli ideali per cui erano stati allontanati dal loro paese e in Inghilterra spesso riuscirono a trovare appoggio e sostegno alle loro idee da parte di coloro che in Italia avevano viaggiato ed erano rimasti colpiti dalle sofferenze inflitte alla popolazione da governi dispotici, come quello dei Borboni a Napoli. Ne sono un esempio le esperienze di Ugo Foscolo prima e di Mazzini poi. Proprio quest’ultimo, così come Garibaldi, una volta raggiunta l’Inghilterra divenne un personaggio celebre tra gli intellettuali britannici, riuscendo così a vedersi pubblicare un libello a sostegno della causa italiana, dal titolo ‘Italy, Austria, and the Pope. A letter to Sir James Graham’ e a guadagnarsi la stima e l’appoggio di Charles Dickens. La stessa Gaskell, prima ancora di partire per l’Italia, aveva sicuramente sentito parlare molto di Mazzini, se in una lettera a Emily Shaen non nascondeva la propria curiosità nei confronti dell’esule italiano: «I should so like to come, and above all things to know a little of Mazzini».
Oltre a fornire aiuti economici, sostegno morale e possibilità di pubblicare, molti inglesi svolsero l’importante funzione di trasmissione e diffusione capillare di pamphlets, discorsi, articoli e volumi italiani realizzandone traduzioni in lingua inglese che ne permettevano una più vasta divulgazione. Tra questi appunto i traduttori di Garibaldi a Caprera del colonnello Vecchi, anch’egli combattente a Roma nel 1849, giornalista e scrittore molto vicino a Garibaldi. Non sono chiare le motivazioni per cui proprio Elizabeth Gaskell si trovò a scriverne la prefazione. La stessa scrittrice, in risposta ai complimenti di Henry Morley, scriveva infatti: «I am glad you like ‘Garibaldi’, but I have no right to yr [sic] thanks, as the task of editing the book was imposed on me by force, not adopted of my own free will.» Tuttavia la breve prefazione mette in luce alcune caratteristiche dell’attività di Garibaldi in Italia che a Elizabeth Gaskell dovevano risultare particolarmente gradite. Dalla celebrazione dell’uomo politico «who by his valour and his patriotism has enabled Italy to lift her head once more among the nations of Europe, and opened out to her the prospect of a fresh career of glory» , la scrittrice passa infatti a soffermarsi su «a cause which the General has much at heart: namely, the Schools which the Philanthropic Association of Ladies at Turin are seeking to establish in the Neapolitan dominion, at the instigation of Garibaldi, who believes that the best method of raising the character of the people is by conferring on them the benefits of a wise system of female education.» Figlia lei stessa di membri della comunità religiosa degli Unitariani e moglie di un reverendo unitariano tra i più attivi nella Manchester di metà Ottocento, Gaskell dedicò buona parte della sua vita all’impegno sociale e filantropico. Ella visse a Manchester da cittadina attiva: dalle loro residenze in zone centrali della città – dapprima in Dover Street, vicino a Oxford Road, poi in Upper Rumford Street e infine in Plymouth Grove – era solita far visita alle famiglie di operai in difficoltà, spesso sostenendole con cibo, attenzioni, talvolta denaro, significativamente entrando nel loro mondo, nelle loro abitazioni, così come le donne italiane partecipavano alle campagne risorgimentali, mobilitandosi nelle raccolte di fondi e nell’assistenza ai feriti – tutti progetti di “filantropia politica”, com’ebbe a dire Mazzini.
Se l’impegno di Garibaldi nel patrocinare l’Associazione Filantropica delle Donne di Torino aveva suscitato le simpatie e il consenso di Gaskell, ben altre “istituzioni italiane” avevano invece sollecitato la sua penna a scrivere un articolo a tutt’oggi, sfortunatamente, poco conosciuto, forse anche perché attribuito solo a posteriori alla scrittrice mancuniana. ‘An Italian Institution’, dalla critica sottotitolato “A Study of the Camorra”, costituisce, insieme al racconto Il Conde (1908) di Henry James, una delle rarissime descrizioni di quelle “pittoresche” istituzioni presenti nella nostra cultura e purtroppo ben note ai viaggiatori stranieri, che tuttavia non sempre ne riuscivano a cogliere e comprendere l’origine, le modalità, il funzionamento, il senso.
L’interesse di Gaskell nei confronti delle “istituzioni” camorristiche non si limita al suo articolo, se in una lettera scritta mentre era a Firenze la scrittrice chiedeva alla figlia Marianne di procurarle del materiale in proposito: «if there is an article on La Camorra in the June Cornhill & if you come to Versailles would you ask Mr Smith for the money therefor [sic] & bring it with you, but don’t breathe to anyone that the said article is mine.» Gaskell si era dunque ben documentata sull’argomento, sebbene non vi siano testimonianze della sua presenza a Napoli. Il saggio che ne scaturisce è davvero una perla rara nel suo genere, un’osservazione critica eppure oggettiva sulla camorra che sarebbe degna di ulteriori approfondimenti. Il paragrafo di apertura di ‘An Italian Institution’ è già di per sé sufficientemente eloquente e tanto nitido da far immaginare la scena al lettore:
When the traveller […] entered Naples from the sea, he was struck by the circumstance that as he handed the boatman his fare, a man suddenly appeared, who looked on at the payment, and then, receiving a certain small part of it, went his way without a word. The same ceremony, with a different individual for the actor, occurred as the traveller paid his cab-fare to the hotel, and paid the porter who took down his luggage […]. The “servitore di piazza”, who accompanied him to the Opera, was met by one of these mysterious figures. Even down to the itinerant orange-vendor, or the fabricator of cooling drinks on the Chiaja, all were visited, all were alike subjects to this strange supervision. If, tempted by the curiosity natural on such a theme, the stranger asked for an explanation, he was told, with a significance which implied that further elucidation was better avoided, “La Camorra”.
Tutti, dice Gaskell, ne sono egualmente vittime, dal ricco mercante all’umile facchino, dal ministro al professore, fino a colui che mendica sui gradini di una chiesa, «all pay their quota in this iniquitous exaction, and all recognise in its infliction the existence of a system which no Bourbon government ever yet dared to grapple with.» Anzi, continua Gaskell, i Borboni dapprima tollerarono questa «organised intimidation» per poi servirsene ampiamente come di uno strumento per reprimere eventuali ribellioni popolari, istituendo in tal modo una diretta connessione tra il governo corrotto e i gruppi camorristici.
Durante il regno di Federico II e poi sotto Francesco II, la camorra agisce indisturbata a Napoli e dintorni come un vero e proprio esercito parallelo, un’istituzione dietro mandato reale – se non apertamente legalizzata dal governo, tuttavia da questo spalleggiata perché in cambio ne riceveva protezione: «“Which of your masters,” said the king […] to the assembled ambassadors – “which of your masters can go amongst his people with more confidence than I can? Come down with me into the street, and see whether I am loved by my people!» Il delitto politico diventa il reato punibile con le pene più cruente, laddove gli omicidi di camorra ricevono punizioni simboliche: «Talarico, for instance, the assassin of a dozen people, was banished to a pleasant and salubrious island, pensioned, and set at liberty.» Carlo Poerio e i suoi compagni, invece, furono destinati a dieci anni di carcere e ai lavori forzati (1849), e poi alla deportazione.
Gli avvenimenti politici del Risorgimento portarono allo spostamento dell’influenza dei gruppi camorristici che dall’appoggio al governo borbonico passarono al sostenere i partiti liberali, intravedendo nel nuovo corso degli eventi una nuova possibilità di speculazione. I Borboni allora si vendicarono sui camorristi “traditori” deportandoli a Ischia, creando così paradossalmente intorno a loro un’aura di patriottismo. Liberati con l’ingresso di Garibaldi a Napoli, vennero reclutati da Liborio Romano, entrando così a far parte dell’esercito garibaldino, ma una volta ristabilite le fonti di guadagno del contrabbando e dell’estorsione, spettò infine al governo sabaudo di La Marmora il compito di arrestarli. Dalle carceri in cui vennero richiusi, i camorristi tentarono una riorganizzazione in nome dei Borboni, con l’intenzione di minare il potere politico dell’Italia unita.
Oltre a passare in rassegna le diverse fasi storiche della camorra napoletana rintracciate nei documenti e nelle testimonianze dell’epoca, Gaskell si sofferma – ed è questa forse la parte più interessante dell’intero articolo – sull’infiltrarsi degli atteggiamenti camorristici in tutti gli strati della popolazione napoletana e a tutti i livelli della vita quotidiana, «so extended and organised as to apply to every walk in life, and every condition of human industry.» La colpiscono in particolare l’autorità e il potere che la camorra detiene all’interno delle prigioni al tempo dei Borboni – «here it was, in reality, that the Camorra ruled supreme» - , ma anche il rispetto in cui è tenuta dalla popolazione, secondo la quale «“the Camorra demanded his mulct, it is true, but gave us protection in return. It watched after our property in the streets, and suffered none to defraud us. If we have lost one robber, we have gained thirty.» Interessante, infine, da parte di Gaskell, osservare la strumentalizzazione che la camorra faceva della religione: ogni area soggetta alla protezione dei camorristi non poteva essere considerata completamente nelle loro mani se non fosse stata prima devotamente dedicata a un santo protettore, «for the Camorra is strictly religious, and would not think of dedicating a locality to its vices without assuring itself of the friendly protection of a chosen saint.» Influiva forse, in quest’ultimo giudizio di Gaskell, il terrore provato solo pochi anni prima alla notizia che la figlia Marianne, in visita da sola a Roma, avesse avuto l’intenzione di abbracciare la fede cattolica.
Elizabeth Gaskell rappresenta forse, e in modo molto razionale, un esempio raro di viaggiatrice curiosa ed entusiasta, ma allo stesso tempo anche di osservatrice attenta e non sempre benevola, perfettamente cosciente del fascino esercitato dall’ideale “esotico” dell’Italia nell’immaginario britannico, come del resto consapevole dei limiti e, soprattutto, dei rischi connessi a quell’ideale. L’esperienza del Grand Tour, tanto imbevuta di slanci romantici, aveva ormai lasciato il passo al viaggio scientifico, razionalistico, scandito in ogni sua mossa dal ritmo dettato dalle guide in stile Baedeker. E tuttavia è con pacata nostalgia che i viaggiatori vittoriani si guardano indietro, frugando tra i ricordi di un’Italia diversa, cambiata, come diverso era l’occhio di chi la osservava, ma pur sempre di un’Italia affascinante, misteriosa, sublime:
I think Rome grows almost more vivid in recollection as the time recedes. Only the other night I dreamed of a breakfast – not a past breakfast, but some mysterious breakfast which neither had been nor, alas! would be – in the Via Sant’Isidoro dining-room, with the amber sunlight streaming on the gold-grey Roman roofs and the Sabine hills on one side and the Vatican on the other. I sometimes think that I would almost rather never have been there than have this ache of yearning for the great witch who sits with you upon her seven hills.

When Elizabeth Gaskell arrived in Italy for the first time, the face of the glorious era of the Grand Tour and that “magic parade” of travellers that adventured across the continent from the British Isles for over a century to polish their education had changed. It was 1857 and the way people travelled and observed, like the historic and social reality they were seeing, had undergone deep changes, influenced by events that marked the end of the Age of Enlightenment, the spread of revolutionary ideals, the triumph and fall of Napoleon and, finally, the mutations that had taken place, geographically, politically and economically.
The threat from Napoleon’s France held English visitors back until the Emperor’s final defeat at Waterloo. This was followed by a new wave of the adventurous who could take advantage of the new access points, such as the Sempione pass. Built during the period of Napoleonic domination in Italy, it substituted the much more arduous—but for many “initiatory”—Moncenisio pass.
One of the most interesting changes that reflected the more general tumult of the English social classes during what E.J. Hobsbawm defined as the Age of Capitalism was the spread of the “fashion” of travel at all levels of the population. Throughout the 1800s, travel was an exclusive prerogative of the scions of the rich who were sent, tutors by their sides, to admire the vestiges of classical antiquity only to return to England—apparently—even more refined and cultured than when they left. But in an age when wealth—and not education—was what distinguished those who middle classes, travel on the continent became accessible to many and almost inalienable for anyone who wanted to acquire an air of respectability—and had the means to do so.
So it is no surprise that Elizabeth Gaskell went to Italy for the first time for reasons that really had nothing to do with the pleasure of travelling and cultural enrichment. Her first trip to Italy, accompanied by her two older daughters, Marienne and Margaret Emily (“Meta”) was more of a veritable “flight” just before publication of her biography of Charlotte Brontë. In anticipation of the reaction of people who would be seeing “portraits” of themselves in her work on Brontë’s life, Gaskell preferred to leave England for a little while. She took advantage of an invitation to visit Rome from some American friends, the Story family, living in the city at number 43 of Via San Isidoro.
While the premises of her visit in Italy were not those of a “typical” English traveller to the continent, the atmosphere Gaskell dived into when she arrived in Rome—right at the start of Carnival season—had an indelible effect on her. On the other hand, she was accustomed to a completely different life, as wife of a Unitarian minister, committed to the social causes of a “murky smoky” Manchester and its factories, so ably described in Gaskell’s novels that critics have dubbed them “industrial novels”. As was the norm with foreign visitors, the Storys attracted much of the British—and primarily American—intelligentsia swarming through the Eternal City to their drawing room. Their receptions were attended by numerous artists and writer such as William M. Thackeray, Hans Christian Andersen and the Brownings, in Rome to admire its beauty and make the most of the milder climate. The balcony they rented on Via del Corso was the perfect window to enjoy the spectacle of Carnival parades that moved endlessly back and forth for the curiosity and delight of the observers. It was during one of these festive processions that the future art historian and Harvard professor, the American Charles Eliot Norton, a thirty year old student at the time, made his official entry into Elizabeth Gaskell’s life. Her daughter Meta Gaskell narrated the episode many years later:

All that we do know is that Norton willingly assumed the pleasant role of guide, accompanying her in long walks through classical ruins and Renaissance palaces, art galleries and gardens, with the frequent addition of excursions to the surrounding countryside, especially Albano. Even Gaskell, shortly before she left for Italy, must have heard Mazzini mentioned often if, in a letter to Emily Shaen, she was unable to hold back her curiosity about the Italian exile: I should so like to come, and above all things to know a little of Mazzini”.
Aside from offering economic help, moral support and the chance to publish, many Englishmen played an important role in spreading pamphlets, speeches, articles and Italian books at a grass-roots level, translating these works into English and making them more accessible to the public at large. That of course included the translator of Colonel Vecchi, also a veteran of Rome in 1849, a journalist very close to Garibaldi. The reasons why Elisabeth Gaskell wrote the introduction are unclear. From their homes in the city’s central areas—first in Dover Street, near Oxford Road, then in Upper Rumford Street and finally in Plymouth Grove—she was accustomed to visiting workers’ families in different. She brought them food, and sometimes money, making a decisive appearance in their world and dwellings just as Italian women took part in the campaigns of the Risorgimento, helping to raise funds and treat the wounded—all projects of what Mazzini called “political philanthropy”.
While Garibaldi’s patronage of the Philanthropic Association of Ladies at Turin aroused Gaskell’s sympathy and approval, other “Italian situations” let her pen to write an article that is unfortunately little known today, possibly because it was only attributed to the Manchester writer after her death. “An Italian Institution”, subtitled “A Study of the Camorra” is, together with Il Conde (1908) by Henry James, is one of the very rare descriptions of those “picturesque” institutions in Italian culture and regrettably well known to foreign travellers, even though they are not always able to grasp and understand their origins, methods, operations and intentions.

Come down with me into the street, and see whether I am loved by my people!” Political criminals were given bloody punishments, while murders by the Camorra received symbolic rebuke. “Talarico, for instance, the assassin of a dozen people, was banished to a pleasant and salubrious island, pensioned, and set at liberty.” Instead, Carlo Poerio and his companions were sentenced to ten years of imprisonment and forced labour (1849) and then deported.
Political events of the Risorgimento convinced the Camorra groups to move their influence from the Bourbon government to support of the liberal parties because they saw new possibilities for speculation in the new course of events. The Bourbons then retaliated against the Camorra “traitors” by deporting them to Ischia and paradoxically bestowing them with an aura of patriotism. Freed during Garibaldi’s entry in Naples, they were recruited by Liborio Romano and became part of Garibaldi’s army. However, once they resumed their smuggling and extortion, it was the La Marmora government of the house of Savoy that had the job of arresting them. From the jails where they were imprisoned, the Camorristi attempted to reorganize in the name of the Bourbons with the aim of undermining the political power of a united Italy.
Along with her review of the history of the Neapolitan Camorra as found in documents and testimony of the period, Gaskell also discussed—and this is the most interesting part of the entire article—the infiltration of Camorristic attitudes at all levels of the Neapolitan population and daily life, “so extended and organised as to apply to every walk in life, and every condition of human industry.” She was particularly struck by the Camorra’s authority and power inside prisons at the time of the Bourbons—“here it was, in reality, that the Camorra ruled supreme”—but also the respect it commanded from the population, according to which, “the Camorra demanded his mulct, it is true, but gave us protection in return. Elizabeth Gaskell was undoubtedly a very rational, and rare, example of a curious, enthusiastic traveller who was also a careful and not always benevolent observer. She was perfectly aware of the spell that the “exotic” ideal of Italy cast on British imagination, as well as the limitations and—above all—the risks related to that ideal. The experience of the Grand Tour with its romantic impetus had given way to the scientific, rational journey, whose every leg was planned according to the rhythm laid down by the Baedeker guides. And yet, Victorian travellers look back with quiet nostalgia, rummaging through the memories of an Italy now changed, just as the eye of the observer had changed. But Italy remained—as always—fascinating, mysterious and sublime:
I think Rome grows almost more vivid in recollection as the time recedes. Only the other night I dreamed of a breakfast – not a past breakfast, but some mysterious breakfast which neither had been nor, alas! would be – in the Via Sant’Isidoro dining-room, with the amber sunlight streaming on the gold-grey Roman roofs and the Sabine hills on one side and the Vatican on the other. I sometimes think that I would almost rather never have been there than have this ache of yearning for the great witch who sits with you upon her seven hills.

“THOSE WERE VERY HAPPY ROMAN DAYS”: ELIZABETH GASKELL, A MODERN WOMAN CASTING HER WRITER’S EYE AT ITALY
“Are we really coming – and shall we truly see Rome? I don’t believe it. It is a dream! I shall never believe it, and shall have to keep pinching myself!”
When Elizabeth Gaskell arrived in Italy for the first time, the face of the glorious era of the Grand Tour and that “magic parade” of travellers that adventured across the continent from the British Isles for over a century to polish their education had changed. It was 1857 and the way people travelled and observed, like the historic and social reality they were seeing, had undergone deep changes, influenced by events that marked the end of the Age of Enlightenment, the spread of revolutionary ideals, the triumph and fall of Napoleon and, finally, the mutations that had taken place, geographically, politically and economically.
The threat from Napoleon’s France held English visitors back until the Emperor’s final defeat at Waterloo. This was followed by a new wave of the adventurous who could take advantage of the new access points, such as the Sempione pass. Built during the period of Napoleonic domination in Italy, it substituted the much more arduous—but for many “initiatory”—Moncenisio pass.
One of the most interesting changes that reflected the more general tumult of the English social classes during what E.J. Hobsbawm defined as the Age of Capitalism was the spread of the “fashion” of travel at all levels of the population. Throughout the 1800s, travel was an exclusive prerogative of the scions of the rich who were sent, tutors by their sides, to admire the vestiges of classical antiquity only to return to England—apparently—even more refined and cultured than when they left. But in an age when wealth—and not education—was what distinguished those who middle classes, travel on the continent became accessible to many and almost inalienable for anyone who wanted to acquire an air of respectability—and had the means to do so.
So it is no surprise that Elizabeth Gaskell went to Italy for the first time for reasons that really had nothing to do with the pleasure of travelling and cultural enrichment. Her first trip to Italy, accompanied by her two older daughters, Marienne and Margaret Emily (“Meta”) was more of a veritable “flight” just before publication of her biography of Charlotte Brontë. In anticipation of the reaction of people who would be seeing “portraits” of themselves in her work on Brontë’s life, Gaskell preferred to leave England for a little while. She took advantage of an invitation to visit Rome from some American friends, the Story family, living in the city at number 43 of Via San Isidoro.
While the premises of her visit in Italy were not those of a “typical” English traveller to the continent, the atmosphere Gaskell dived into when she arrived in Rome—right at the start of Carnival season—had an indelible effect on her. On the other hand, she was accustomed to a completely different life, as wife of a Unitarian minister, committed to the social causes of a “murky smoky” Manchester and its factories, so ably described in Gaskell’s novels that critics have dubbed them “industrial novels”. As was the norm with foreign visitors, the Storys attracted much of the British—and primarily American—intelligentsia swarming through the Eternal City to their drawing room. Their receptions were attended by numerous artists and writer such as William M. Thackeray, Hans Christian Andersen and the Brownings, in Rome to admire its beauty and make the most of the milder climate. The balcony they rented on Via del Corso was the perfect window to enjoy the spectacle of Carnival parades that moved endlessly back and forth for the curiosity and delight of the observers. It was during one of these festive processions that the future art historian and Harvard professor, the American Charles Eliot Norton, a thirty year old student at the time, made his official entry into Elizabeth Gaskell’s life. Her daughter Meta Gaskell narrated the episode many years later:
I can see your [i.e. Norton’s] face and smile now (as distinctly as if I were only just turning away from them) when you caught at some confetti that Mama was dangling on a long stick from the balcony – and Mama said ‘Oh look what a charming face!’ and Mr. Story (I think it was) said ‘Oh, that’s Charles Norton’, and then there was chorus of welcome and bidding you come up.

If we have lost one robber, we have gained thirty.” Finally, Gaskell was interested in the use that the Camorra made of religion: no area subjected to Camorra protection could not be completely in their hands unless it was dedicated to a patron saint, “for the Camorra is strictly religious, and would not think of dedicating a locality to its vices without assuring itself of the friendly protection of a chosen saint.” This last opinion of Gaskell’s might well be influenced by the terror she experienced just a few years earlier when she heard hat her daughter Marianne, visiting Rome by herself, was intending to embrace Catholicism.
Elizabeth Gaskell was undoubtedly a very rational, and rare, example of a curious, enthusiastic traveler who was also a careful and not always benevolent observer. She was perfectly aware of the spell that the “exotic” ideal of Italy cast on British imagination, as well as the limitations and—above all—the risks related to that ideal. The experience of the Grand Tour with its romantic impetus had given way to the scientific, rational journey, whose every leg was planned according to the rhythm laid down by the Baedeker guides. And yet, Victorian travelers look back with quiet nostalgia, rummaging through the memories of an Italy now changed, just as the eye of the observer had changed. But Italy remained—as always—fascinating, mysterious and sublime:
I think Rome grows almost more vivid in recollection as the time recedes. Italian to English: Concert of Nations and Competitive Federalism: Europe after the Rhine. By Angelo Maria Petroni
Source text - Italian L’Europa politica sta cambiando. La prospettiva di una riforma radicale delle sue istituzioni, con il prevedibile aumento dei poteri dell’Unione, sta determinando una scomposizione ed una ricomposizione degli assi tradizionali lungo i quali l’Europa si è storicamente costruita.
L’attivismo di Londra e il declino del motore franco-tedesco. Sono probabilmente due le novità più importanti. La prima è che la Gran Bretagna ha iniziato a svolgere un ruolo fortemente propositivo all’interno dell’Unione Europea. Sinora il ruolo della Gran Bretagna è stato soprattutto quello di porre limiti agli sviluppi di politiche europee che implicassero restrizioni sempre più forti alla sovranità nazionale. Non si è trattato di un ruolo soltanto negativo – come troppo spesso è stato detto – perché è vero che le posizioni britanniche hanno avuto una funzione determinante per evitare che la costruzione dell’Europa vedesse il prevalere ancora maggiore della logica interventista e centralizzatrice che da sempre ha rappresentato una componente importante delle sue politiche. Rispetto al passato, il fatto nuovo è che la Gran Bretagna è determinata a influenzare le politiche dell’Unione spingendo per un’accelerazione dei processi di liberalizzazione, sia sul versante delle politiche industriali, sia sul versante delle politiche del lavoro.
La seconda novità è che nell’Unione si sta delineando un clivage, una linea di distinzione e di aggregazione, che non esisteva precedentemente. Il Generale De Gaulle sosteneva che l’Europa era costituita dalla Francia e dalla Germania, mentre gli altri paesi erano soltanto “les legumes”, il contorno. Lo sprezzante giudizio di De Gaulle è stato sostanzialmente vero per quattro decenni di storia europea. Tutte le decisioni fondamentali (come pure le mancate decisioni, quali il fallimento della comunità europea di difesa) sono dipese dall’intesa (o dal disaccordo) tra i due paesi. La situazione è mutata. L’inserimento a pieno titolo nel gioco europeo della Gran Bretagna, il peso crescente di una Spagna che intende svolgere un ruolo politico adeguato alla sua antica tradizione e ad una economia in espansione, la novità di un’Italia che intende avere un peso politico adeguato alla sua dimensione economica e demografica, hanno creato una situazione inedita.
Il fatto su cui meditare attentamente per comprendere quale sarà la direzione dell’Europa è che mentre le istituzioni dell’Unione vanno sempre di più verso una dimensione sovranazionale, con scomposizioni e limitazioni sempre più significative della sovranità dei singoli Stati membri, la politica europea riacquista una dimensione antica. È la dimensione del “concerto delle Nazioni”, per usare un’espressione tradizionale del linguaggio diplomatico. Sino ad ora il ruolo preponderante di Francia e Germania ha permesso alla Commissione di esercitare il ruolo di motore politico dell’Unione, con la capacità di resistere senza troppi problemi alle pressioni provenienti dagli altri Stati membri nei confronti della propria agenda politica. Nel momento invece in cui si riaffaccia il concerto delle Nazioni come logica e luogo di decisione sulle politiche europee, la Commissione tenderà a venire ricondotta al ruolo che le è più proprio nella logica delle istituzioni europee.
È un aspetto importante di questo concerto il fatto che Gran Bretagna, Spagna ed Italia abbiano oggettivamente stretto un’alleanza che spinge verso la liberalizzazione dei mercati industriali e del lavoro, in un modo che è molto poco compatibile con il “modello renano” declinato nelle due versioni delle opposte sponde del fiume sacro ai popoli germanici. Non è compatibile con il modello corporativistico della Germania, e non è compatibile con il controllo della mano pubblica sull’economia tipico della Francia. Non è compatibile nemmeno con la pesante regolamentazione del mercato del lavoro che vige in entrambi i paesi, e che dà ai sindacati un potere difficilmente compatibile con una economia globalizzata.
Gran Bretagna, Spagna ed Italia, hanno un interesse comune e strutturale nei confronti di una politica europea di reale liberalizzazione. La Gran Bretagna ha un’economia molto finanziarizzata, ed aperta ai mercati internazionali, con un grado di regolamentazione piuttosto ridotto. La Spagna ha anch’essa un’economia con un grado di rigidità relativamente basso, che ha tutto da guadagnare dall’apertura dei mercati degli altri Stati membri dell’Unione. Quanto all’Italia, la nostra struttura industriale, basata sulle piccole e medie imprese, non si presta a politiche come quelle della Francia o della Germania, che privilegiano i grandi gruppi industriali, o la “Santa alleanza” tra banche ed industria. Il nostro paese ha quindi un interesse non contingente per l’apertura dei mercati europei, e per l’indebolimento delle politiche mercantilistiche praticate dagli altri Stati membri. Allo stesso tempo, l’Italia non ha alcun interesse ad una ri-regolamentazione “pesante” proveniente dall’Unione, e che andrebbe – come tutta l’esperienza dimostra – a vantaggio dei grandi gruppi industriali, che sono in grado di orientare a loro favore la nuova regolamentazione proveniente dall’Unione.
Come cambia la congiuntura politica in Europa. A questo contesto strutturale si aggiunge il fatto che la congiuntura politica europea sta cambiando. La recente prevalenza di maggioranze moderate in paesi come la Danimarca e il Portogallo, unita alla possibile vittoria dell’attuale opposizione in Germania – con una forte prevalenza della componente liberista, rappresentata sia dai liberali sia da diverse parti dei democratici cristiani – prospetta un’Europa nella quale la politica economica sia meno dettata dai sindacati, dall’industria di Stato, e dalla grande industria protetta.
Dal punto di vista meramente descrittivo, vi è da chiedersi cosa abbia potuto causare la diminuzione del consenso nei confronti dei partiti socialisti europei, e delle coalizioni politico-elettorali costruite intorno ad essi. Una causa possibile è che vi è stato un mutamento di alcune delle condizioni strutturali che hanno determinato l’affermarsi di quasi mezzo secolo di “consenso socialdemocratico”, per usare la famosa e felice espressione di Ralf Dahrendorf.
In primo luogo, i costi di transazione delle politiche redistributive – l’essenza della socialdemocrazia – sono divenuti così alti da rendere tali politiche meno attraenti anche agli occhi dell’elettore mediano, e anche da un punto di vista puramente “statico”: ossia, senza considerare gli effetti di lungo periodo della redistribuzione sulla produzione della ricchezza. Un effetto che negli ultimi anni è stato oggetto di numerose indagini, varie delle quali hanno concluso che esiste una correlazione negativa tra redistribuzione e crescita economica.
In secondo luogo, uno dei meccanismi fondamentali che ha reso generalmente attraente la redistribuzione, potrebbe non essere più così efficace. La redistribuzione, in effetti, risulta politicamente ed elettoralmente attraente perché vi è asimmetria fra i suoi costi e i suoi benefici. I costi sono diffusi nella maniera più uniforme possibile fra i cittadini (o, viceversa, ricadono su categorie di cittadini che hanno scarso peso nel gioco politico o perché sono troppo pochi di numero – come i ricchi – o perché hanno scarse capacità organizzative – come i poveri). I benefici, al contrario, sono mirati con la massima precisione possibile, al fine di conquistare sostegno elettorale. Ciò sarebbe di per sé un elemento per mettere in discussione l’idea che le politiche redistributive siano conformi ai principi fondamentali della democrazia liberale. In effetti, vi è da chiedersi se il loro successo non sia dipeso dal fatto di nascondere ai cittadini le informazioni di cui avrebbero bisogno per prendere proprie e ragionate decisioni sulla redistribuzione desiderata.
Nulla tuttavia garantisce che il gioco della cosiddetta “illusione fiscale” possa continuare all’infinito. Vi è probabilmente un livello a cui il peso della tassazione diventa così gravoso da rendere impossibile che vengano occultati – anche agli occhi dell’elettore medio – i costi delle politiche (mediante il ricorso a meccanismi quali le trattenute alla fonte o i sistemi a ripartizione o altri consimili). Non va inoltre sottovalutato il fatto che, dopo decenni, i benefici della redistribuzione vengono percepiti dai cittadini come qualcosa di dovuto, comunque, dallo Stato. Anche questo fattore potrebbe contribuire a rafforzare la percezione dei costi della tassazione elevata, quale viene imposta dalle politiche redistributive; ed è possibile che questo effetto già si sia fatto sentire nelle scelte elettorali.
In terzo luogo, l’apertura al commercio internazionale dei sistemi economici delle nostre democrazie rende sempre più difficile per i governi mantenere politiche redistributive che riducono la competitività delle imprese nel mercato mondiale. Rende quindi più difficile, come notato sopra, la messa in atto di tassazioni altamente progressive e tali da danneggiare direttamente i membri della società che hanno avuto più successo.
Nell’insieme, sembra difficile sfuggire alla conclusione che le politiche praticate dai governi a guida socialista non hanno garantito uno sviluppo economico sufficientemente elevato. È senz’altro vero che anche nei Paesi a guida socialista vi sono stati processi importanti di privatizzazione e di liberalizzazione. Ma il dato fondamentale è che la percentuale di reddito prodotto assorbita dalla mano pubblica è rimasta sostanzialmente invariata. Il che significa che se lo Stato si è ritirato da molti aspetti della vita economica e sociale, si è invece espanso in altri, magari meno visibili. Il risultato è che le società europee non hanno riacquistato quella dinamicità e quella capacità di innovazione che sarebbero necessarie.
Vi sono buone ragioni per credere che questa “causa generale” non sia stata estranea alla crisi della sinistra francese, portando all’esclusione di Jospin dalla corsa alla presidenza della Repubblica. È significativo che un numero maggiore di operai abbia votato per Le Pen presidente, piuttosto che per Jospin. E pour cause: perché il partito socialista francese è sempre meno composto dalla classe operaia e dalle classi svantaggiate, e sempre più dalla classe media protetta, che è la principale beneficiaria della enorme redistribuzione attuata dall’apparato statale più forte e pervasivo del mondo occidentale. Un partito che – significativamente – si è preoccupato di migliorare la qualità della vita di chi ha già un lavoro stabile, riducendo la settimana lavorativa a trentacinque ore, senza preoccuparsi se ciò potesse avere un impatto negativo sulla crescita economica, e quindi sulle prospettive di occupazione di chi un lavoro non lo ha (o di chi comunque ha una produttività insufficiente rispetto ai costi imposti dalla riduzione dell’orario di lavoro).
Il federalismo competitivo. Di fronte a questi cambiamenti di maggioranze nei Paesi membri, nasce immediata la domanda di come ciò influirà sul processo politico e sul processo istituzionale dell’Unione. Sino alla fine degli anni Ottanta, un parte importante delle sinistre europee ha avuto un atteggiamento quanto meno scettico, e spesso apertamente contrario, all’accelerazione del processo di integrazione economica e alla moneta unica. Dalla metà degli anni novanta, il panorama politico europeo è cambiato radicalmente, con l’affermazione di governi basati su maggioranze di sinistra in Gran Bretagna, Francia, Germania, ed Italia. Il fatto inedito, difficilmente prevedibile (e infatti non previsto) fu che questi governi compissero scelte fortemente orientate verso un’espansione dei poteri dell’Unione europea, a tutti i livelli ed in tutti gli ambiti.
Ancora oggi è difficile individuarne le ragioni. Una causa possibile è l’ avversione dei partiti socialisti e della sinistra cattolica nei confronti dello Stato nazionale. Una volta venuta meno la speranza di un sistema economico diverso da quello dell’economia capitalistica – che proprio nel mercato unico europeo trovava uno dei suoi modi di espansione – questa avversione, per così dire “genetica”, riprendeva tutta la sua forza. Uno studioso raffinato come Dahrendorf ha voluto vedere nell’europeismo delle sinistre un succedaneo del fallimento del progetto di una società socialista: ossia la rinascita, sotto altre forme, di un ideale politico globale e olistico, quasi utopico.
Un’altra ragione possibile è che le sinistre avessero percepito come la creazione di un autentico mercato europeo, unita alla liberalizzazione dei commerci su scala mondiale, avrebbe reso sempre più difficile il mantenimento di sistemi nazionali di welfare. In effetti, l’apertura delle economie nazionali alla competizione comporta una competizione anche tra sistemi normativi, inclusi i sistemi fiscali. Non va dimenticato che da diverse fonti sindacali (ad esempio, dalla CGIL) è venuta la richiesta di arrivare a contratti di lavoro non più su scala nazionale ma su scala europea, proprio per evitare, o ridurre, gli effetti della competizione sui salari.
Se questa è l’eredità della storia recente, quali sono le prospettive? Un rischio senz’altro presente è che – essendo le sinistre diventate sostenitrici di un modello “forte” di integrazione politica europea – il loro declino elettorale significhi anche un rifiuto, da parte crescenti dell’elettorato, dell’integrazione tout court. Si tratterebbe di un esito del tutto negativo, e che è nell’interesse generale evitare.
Chi abbia veramente a cuore il futuro istituzionale dell’Unione dovrebbe quindi riconoscere che l’ideale europeista è declinabile in molti modi diversi. Sebbene alcuni di questi modi si identifichino più propriamente con specifiche posizioni e tradizioni politiche tradizionali, i clivages di oggi, come dicevo all’inizio, presentano aspetti inediti.
Rispetto ad un decennio fa, una notevole novità politica, in Europa, è data dall’ascesa del Partito Popolare Europeo come grande forza liberaldemocratica, non più identificabile con i soli partiti della tradizione democratico-cristiana. È una novità che non va identificata con l’attuale successo elettorale delle coalizioni di centro-destra, anche se i due fenomeni sono strettamente collegati.
Proprio sul futuro dell’Europa, il PPE ha assunto posizioni molto precise, che sono riassumibili nell’etichetta di “Federalismo competitivo”. Per i Popolari europei, infatti, “il federalismo europeo è un federalismo basato sulla competizione. L’Unione economica e monetaria ha centralizzato soltanto un elemento – la politica monetaria – di un’area chiave delle politiche pubbliche, l’economia. Tutte le altre, al contrario di quanto avviene in una federazione nel senso tradizionale del termine, restano responsabilità degli Stati membri”. E ancora: “Competizione e solidarietà sono due elementi reciprocamente dipendenti di questo federalismo. L’espressione fondamentale della solidarietà, nell’Unione monetaria europea, è l’adesione alle regole stabilite nel Trattato di Maastricht, che tende a modernizzare e rivitalizzare le società e le economie europee. Ma all’interno di questo quadro, gli Stati membri sono liberi di decidere come raggiungere questo fine. La competizione tra gli Stati membri, che è l’essenza del federalismo competitivo, è essenziale per scoprire quali sono le pratiche migliori, e per dare agli Stati abbastanza spazio di manovra per adattarsi alle nuove sfide rispetto ai loro specifici problemi, necessità ed esperienze. L’armonizzazione nel campo della politica economica deve assicurare che questa competizione tra gli Stati membri o, in altre parole, questa ricerca per le migliori soluzioni, sia equa; ma non deve impedirla. All’interno di questo nuovo sistema … gli obiettivi del federalismo – il welfare, l’eguaglianza e la giustizia – non sono quindi e primariamente il risultato di trasferimenti ed armonizzazioni, come avviene nei sistemi federali classici; ma il risultato di una competizione equa e basata su regole tra gli Stati membri. La divisione delle competenze deve essere chiara, precisa, trasparente e dinamica nel tempo. I cittadini devono sapere chi è responsabile di che cosa, in Europa. La sussidiarietà deve essere applicata in ogni suo aspetto”.
Crediamo valesse la pena di riportare questa lunga citazione, tratta dal documento approvato al Congresso di Berlino del PPE nel gennaio 2001. Essa esprime una visione molto forte, senz’altro diversa in vari punti a quella diffusa non solo tra i partiti della sinistra europea, ma anche tra molti partiti conservatori e molti partiti popolari dei diversi Stati membri. Una visione che si può far risalire alla concezione dell’unità europea che è stata sviluppata negli ultimi venti anni all’interno del pensiero liberale, da Friedrich von Hayek a James Buchanan – per ricordare soltanto i nomi più famosi – e che si è tradotta in diverse e precise proposte istituzionali, quale il progetto di Costituzione europea elaborato dall’European Constitutional Group nel 1993.
Naturalmente i documenti ideologici non sempre corrispondono alle politiche che vengono effettivamente perseguite. È altrettanto evidente come vi sia una logica dell’Europa – tanto geopolitica quanto propriamente istituzionale – che è relativamente indipendente dalle ideologie e dalle congiunture politiche, e di cui proprio i rapporti tra Gran Bretagna, Spagna ed Italia, ricordati all’inizio, sono un esempio. Tuttavia, è difficile ritenere che il maggior ruolo del PPE e dei suoi partiti non avrà una influenza di rilievo sulla direzione che prenderà la riforma delle attuali istituzioni dell’Unione. Come questo avverrà, ed in quale misura, lo si potrà vedere già dall’esito della Convenzione sul futuro dell’Europa – anche se bisognerà necessariamente attendere le successive decisioni politiche per un giudizio più fondato.
Translation - English Political Europe is changing. The prospects of radical reform of its institutions, with the predictable increase in the EU’s powers, is causing a breakdown and reconstruscion of Europe's traditional axis.
London’s activism and the decline of the Franco-German engine are probably the two most important changes underway. In the first case, Great Britain has started taking a leading role in proposing actions within the European community. Up until now, Britain’s role consisted primarily in posing limits to the development of Europe policies that implied harsher restrictions on national sovereignty. Often defined as a negative role, it was not only that. Britain has always been decisive in preventing construction of a Europe where too much room is given to the logic of intervention and centralization that has always been a chief component of its policies. With respect to the past, the new factor is that Great Britain is now determined to influence Union policies, pushing for an acceleration of the process of liberalization for both industrial and labor policies.
The second change is that a split is developing in the Union, a line of distinction and aggregation that did not exist before. General De Gaulle claimed that Europe was already built by France and Germany, while the other countries were only “les legumes”, the side dish. De Gaulle’s contemptuous judgment was substantially true for four decades of European history. All the fundamental decisions (as well as the lack of decisions, such as the failure of the European Community of Defense) depended on the agreement (or disagreement) of those two countries. Great Britain’s fully legitimate inclusion in the European endeavor, the growing importance of a Spain which plans to play a political role in keeping with its ancient tradition and expanding economy, and the novelty of an Italy that wants to take on a political role befitting its economic and demographic size have created an unprecedented situation.
In order to understand where Europe is headed, we have to carefully meditate on the fact that, while the Union’s institutions are evolving towards a super-national dimension, with important breakdowns and limitations of the sovereignty of individual member States, European policy is recovering an antique dimension, that of the “Concert of Nations”, to use a traditional expression of diplomatic language. Until now, the preeminent role of France and Germany has allowed the Commission to act as the Union’s political motor, with an ability to resist pressure from other member States regarding its political agenda without too much difficulty. Now that the Concert of Nations has reappeared as the rationale and venue of decisions regarding European policy, the Commission will be led back to the role that is most fitting in the concepts behind European institutions.
One important aspect of this concert is the fact that Great Britain, Spain and Italy have, objectively speaking, formed an alliance that is pushing for liberalization of the industrial and labor markets, in a way that is highly incompatible with the two versions of the “Rhine model” enunciated on the opposite banks of the river sacred to the Germanic peoples. It is incompatible with Germany’s corporatist model, nor is it compatible with public control of the economy typical of France. It is not even compatible with the heavy regulation of the labor markets found in both countries that gives the trade unions a power highly inconsistent with a global economy.
Great Britain, Spain and Italy have a common, structural interest in a European policy of real liberalization. Great Britain’s economy has substantial financing, and is open to international markets with a relatively low level of regulation. Spain’s economy is also fairly flexible and has everything to gain with the opening of the markets of the other member States. As for Italy, our industrial structure, based on small- to medium-businesses, does not lend itself to policies like those of France or Germany that favor large industrial groups or the “holy alliance” between banks and industry. Italy therefore has an interest that is not contingent on the opening of European markets and the weakening of the mercantilist policies applied by the other member States. At the same time, it has absolutely no interest in the resumption of “heavy” regulations coming from the Union and that – as experience shows – would be to the advantage of the large industrial groups capable of orienting new Union regulations in their favor.
How the European political outlook is changing.
To this structural context, we must add the fact that a change in the European political outlook is underway. The recent prevalence of modern majorities in countries such as Denmark and Portugal, along with the possible victory of the present opposition in Germany – with a strong presence of the free-trade forces, represented both by liberals and various segments of the Christian Democrats – leads to the prospect of a Europe where economic policy is dictated less and less by trade unions, by State-run industry and by the large, protected industry.
From a merely descriptive point of view, one wonders what caused the reduction of consensus for Europe’s socialist parties and the political-electoral coalitions that rose around them. One possible cause is that there has been a change in some of the structural conditions that have determined the success of “social-democratic consensus”, to use Ralf Dahrendorf’s famous apt expression, of almost half a century.
First, the costs of transition of redistribution policies – the essence of social-democracy – have become so high that they are now less attractive, even in the eyes of the average voter. This is even true from a purely “static” point of view, in other words without considering the long-term effects of redistribution on the production of wealth. Over recent years, this effect has been the object of numerous studies, many of which concluded that there is a negative correlation between redistribution and economic growth.
Second, one of the fundamental mechanisms that has made redistribution generally attractive may no longer be so efficacious. Redistribution is politically and electorally attractive because its costs and benefits are asymmetric. Costs are spread as uniformly as possible throughout the citizenry (or, vice versa, are borne by groups of citizens who have little influence in the political game, either because they are few – like the rich – or have little organizational ability – like the poor). To the contrary, the benefits are targeted as precisely as possible to gain electoral support. That in itself would be enough to question the idea that redistribution policies are in keeping with the basic principle of liberal democracy. Actually, one wonders whether their success depended on the fact that the information that citizens needed to make their own, well-pondered decisions on the desired redistribution was hidden.
Still, nothing ensures that the game of so-called “fiscal illusion” will continue indefinitely. There is probably a level where the weight of taxation becomes so onerous that the cost of these policies (through use of mechanisms such as deductions, apportionment and so on) will become impossible to disguise – even to the eyes of the average elector. Nor should we underestimate the fact that, after decades, the citizen now sees the benefits of redistribution as something that the State owes him. This factor might also contribute to reinforcing perception of the cost of high taxation required by redistribution policies and indeed this might have already had an effect on electoral choices.
Third, the opening of our democracies’ economic systems to international trade makes it increasingly difficult for governments to keep up redistribution policies that reduce business competitiveness on the world market. As we saw above, this makes it more difficult to impose highly progressive taxation that directly damages the members of society that have been most successful.
All told, it is apparently difficult to escape the conclusion that the policies applied by socialist-guided governments have not guaranteed sufficient economic development. It is certainly true that, even in socialist countries, important progress has been made in the areas of privatization and liberalization. But the basic fact is that the percentage of income that is absorbed by the public administration has remained more or less the same. This means that, while the State has withdrawn from many aspects of economic and social life, it has expanded in other, possibly less visible areas. The result is that European societies have not regained that dynamism and capacity of innovation that are necessary.
There are good reasons for believing that this “general cause” was not completely extraneous to the crisis of the French left that led to Jospin’s exclusion from the elections for President of the Republic. It is significant that a greater number of workers voted for Le Pen than Jospin. And for good reason: the French Socialist Party is composed less and less of members of the working and underclasses and increasingly of the protected middle class, the main beneficiary of the enormous redistribution carried through by the strongest, most all-encompassing state apparatus in the Western world. This is a party that – significantly – has been concerned with improving the quality of life for those who already have a stable job, reducing the work week to thirty-five hours. It has done so without worrying about whether all this might have any negative impact on economic growth, and therefore on the prospects for employment of those who are out of work (or those whose productivity is insufficient with respect to the costs imposed by the reduction of working hours).
Competitive Federalism. Faced with these changes in the majority of the member States, the question immediately comes to mind as to how this will influence the Union’s political and institutional processes. Around the end of the Eighties, an important part of the European left had a fairly skeptical and often openly hostile approach to acceleration of the process of economic integration and the single currency. Starting with the middle of the Nineties, the European political panorama changed radically with the success of governments with left-wing majorities in Great Britain, France, Germany and Italy. The unprecedented fact that was hard to foresee (and indeed was not) was that these governments made choices that were strongly oriented toward an expansion of the powers of the European Union at all levels and in all areas.
Even today, it is difficult to understand why. One possible cause is the aversion felt by social parties and the Catholic left to the nationalist State. Once the hope for an economic system other than that of a capitalist economy – which found a mode of expansion within the single European market itself – failed, this “genetic” aversion, as it were, recovered its strength. An astute scholar like Dahredorf saw in the Europeanism of the left a substitute for the failed project of a socialist society, i.e. the rebirth in other forms of a global, holistic, almost utopian political ideal.
Another possible reason is that the left sensed how the creation of a real European market, along with liberalization of trade on a world scale, would make it much more difficult to maintain national welfare systems. Indeed, the opening of national economies to competition also means competition among legislative systems, including tax systems. It should not be forgotten that various trade unions (the CGIL for example) have advanced the request to stipulate labor contracts no longer at a national but at a European level instead. Their aim is to avoid, or reduce, the effects of salary competition.
If this is the heredity of recent history, what are the prospects? One risk that certainly exits is that – since the left now supports a “strong” model of European political integration – a decline of their electorate also means an a priori refusal of integration by a growing segment of the voters. This would be an utterly negative outcome which is in the general interest to avoid.
Anyone who has the institutional future of the Union at heart should therefore acknowledge that the European ideal can be articulated in many different ways. While some of these ways can more properly be identified with traditional political positions and traditions, as mentioned earlier, today’s splits present a number of singular aspects.
With respect to a decade ago, one remarkable political change in Europe is the rise of the European People’s Party as a great liberal-democratic force that can no longer only be identified with parties from the Christian Democratic tradition. This turn of events is not to be identified with the present electoral success of the center-right coalitions, even though the two phenomena are closely related.
The EPP has adopted very definite positions on the very future of Europe that can be summed up in the label “Competitive Federalism”. For the European People’s Party, “European federalism is a federalism based on competition. The economic and monetary Union has only centralized one element – monetary policy – of a key area of public policy: the economy. Contrary to what happens in a federation in the traditional sense of the word, all the other policies remain the responsibility of the member States.” Also, “competition and solidarity are two mutually dependent elements of this federalism. The basic expression of solidarity in the European Monetary Union, is adhesion to the rules set by the Treaty of Maastricht, which tends to modernize and revitalize societies and the European economies. But within this framework, the member States are free to decide how to reach this goal. The competition among member States, the essence of competitive federalism, is essential for discovering the best practices, and to give the States enough room to maneuver so that they can adapt to the new challenges vis-à-vis their specific problems, needs and experience. Harmonization in the field of economic policy must ensure that competition among member States, or in other words, the search for the best solutions, is equitable, but must not impede it. Within this new system … the goals of federalism – welfare, equality and justice – are therefore not nor primarily the result of transfers and harmonization, as occurs in classic federal systems. Instead, they are the result of an equable competition based on rules among the member States. The division of authority must be clear, precise, transparent and dynamic over time. Citizens must know who is responsible for what in Europe. Every aspect of subsidiarity must be applied.”
This long excerpt from the document approved by the EPP at its congress in Berlin in January 2001 is worth reading. It expresses a very powerful vision, undoubtedly different in various points from that circulated not only by the left-wing parties in Europe but also by many conservatives and people’s parties in the member States. The origins of this vision can be found in the conception of European unity developed over the last twenty years by liberal thought, from Friedrich von Hayek to James Buchanan – just to mention the most famous names – and translated into explicit institutional proposals, such as the project for the European Constitution draw up by the European Constitutional Group in 1993.
Naturally, ideological documents do not always correspond to the policies that are actually enacted. It is also clear that there is a basic conception of Europe – both geopolitical and more strictly institutional – that is relatively independent of ideologies and political trends. The relations between Great Britain, Spain and Italy mentioned at the beginning of this article are an example. It is however difficult to give credence to the fact that a leading role for the EPP and its parties will not have a major influence on the direction of the reform of the Union’s present institutions. How this will occur, and to what extent, will be discernable in the outcome of the convention on the future of Europe – even if a more complete verdict will have to wait for subsequent political decisions.
Italian to English: Brano da "I patrimoni dell’italianità nella competizione globale"
Source text - Italian Lo scrittore e dantista Vittorio Sermonti ha operato un’analisi storico-testuale sullo sviluppo e sulla diffusione della lingua italiana che viene di seguito fedelmente riproposta.
È difficile spiegare come far fronte al monolinguismo tendenziale della globalizzazione e alla proliferazione di gerghi e idioletti; insomma, per contenere l’approssimazione lessicale e l’immiserimento sintattico che stanno alterando la nostra identità culturale, senza mortificare il dinamismo della lingua che parliamo tutti i giorni. Per mille ragioni: la prima è che non lo so. Perciò mi limiterei a trattare per esempi un tema di questo tipo: oggi come oggi. La voce che prestiamo ai testi della nostra poesia può rianimarli e, almeno simbolicamente, concorrere al nobile scopo di riqualificare la lingua italiana? La scelta degli esempi ubbidisce naturalmente al più rigoroso arbitrio.
Un settecento anni fa, c’è uno che racconta dettagliatamente d’un volo immaginario che avrebbe fatto lui con accompagnatore sulla groppa di una bestiaccia mostruosa e deduttiva chiamata Gerione nel buio della notte eterna dell’inferno: decollo, rotta, discesa verso le luci sinistre d’una città gremita di gente che si lagna, atterraggio.

D’accordo, le citazioni mitologiche (Icaro e Fetente), e la similitudine del falcone e del logoro (che poi è l’uccellino da richiamo) saranno un po’ datate; ma la breve scarica di occlusive su cui il mostro volante dilegua come da corda cocca ci lascia a bocca aperta: il volo sarà senz’altro immaginario, ma che questo Dante conosca le percezioni e le paure di chi ha volato di notte è inoppugnabile. La poesia, singolare struttura acustica di una certa poesia, rende concreto l’immaginario, nel momento in cui esige che chi la legge cavi fuori la voce.
Tanta concretezza è appropriata alle truci visioni infernali, traversate di tempo in tempo anche dal turpiloquio. In paradiso l’anima di madreperla d’una suora, si congeda da detto Dante, un vecchio amico, lasciandosi assorbire dalla madreperla della luna, con questa terzina suprema:

Così parlommi, e poi cominciò ‘Ave,
Maria’ cantando, e cantando vanìo
come per acqua cupa cosa grave.
Per suprema e delicatissima che sia, la terzina di questo addio celeste pretende nondimeno l’esecuzione: per capirla devi sentire l’effetto che ti fa sentirtela uscire di bocca.
Un trentina d’anni dopo, un altro poeta, il famosissimo Tetrarca, il quale deplorava il fatto che terzine come queste si prestassero a farsi storpiare dagli osti, dai tintori e dai maestri di ginnastica, che le cantavano lavorando, scriverà un tripudio di rime, intrise dai languori dell’accidia, melanconiche, musicalissime.

Più uniforme il registro stilistico, meglio selezionato il dizionario, più fluido il corso di parola. Non c'è più quella fretta, quella cadenza spiritata che incalzava i versi di Dante, e quella terribile energia vocale. La musicalità resta, per così dire, sulla pagina, sullo spartito verbale, la lettura si avvita soavemente su sé tanto che, all'attacco della seconda terzina, è possibile tornare cogli occhi sulla terzina precedente che le enumera.
Diceva benissimo Mario Luzi: Petrarca è il modello, Dante è la sorgente. Naturale, che il modello sia molto imitato (per due secoli abbondanti Petrarca sarà il prototipo di tutta la poesia europea); la sorgente è inimitabile (che i fiumi imitano le sorgenti?).
Musicalità chiama musicalità. Le rime del Petrarca, come si sa, hanno indotto in tentazione miriadi di compositori.
Mai come i madrigali che un paio di secoli dopo scriverà il Tasso. La sua lingua struggente è intrisa di musica, incorpora musica; così le composizioni dei madrigalisti produrranno sui suoi testi musica al quadrato fino ai deliri estremi di Carlo Gesualdo, uxoricida di genio.
Ora il commiato:

che sparger vidi dal notturno manto

Una semplificazione rozza ma non rozzissima vuole che Torquato Tasso sia il primo poeta d'Italia a scrivere in italiano (un controllo sulle varianti fra prima e terza edizione dell’Orlando Furioso denuncia che l’Ariosto, per fare un esempio illustre, traduceva il dialetto reggiano in una composta lingua letteraria, che continuava peraltro a contenere la prosodia del dialetto). Ma la stupenda lingua del Tasso, sia chiaro, non la parlava praticamente nessuno. La scrivevamo in molti, beninteso, e in moltissimi, in tutta Europa, la capivano: nella corte di Vienna, ad esempio, ancora in pieno Settecento, la lingua franca della conversazione era generalmente l’italiano. Poeta cesareo, il divino Metastasio, a Vienna è vissuto quarant’anni, senza sapere una parola di tedesco: lui, che con i testi delle sue cabalette suggeriva spunti al colonnello croato che volesse corteggiare una dama ungherese:
È la fede degli amanti
Come l’araba fenice,
che via sia ciascun lo dice
Dove sia nessun lo sa.
Scriveva il divino, e tutti a sciusciottare negli angoli della Hofburg: “E’ la fede… è la fede…”; e decine di compositori internazionali a versar note su questi versicini, in opere intestate pur sempre al poeta. Di chi è il Demetrio? Del Metastasio…
Ma non passano cinquant’anni, che un Lorenzo Da Ponte, prete spretato, si , si permette una minima variazione:
E’ la fede delle femmine
come l'araba fenice,
che vi sia ciascun lo dice,
ove sia nessun lo sa.
e la regala al maestro di cappella, che diventa lui l'autore dell'opera.
Di chi è Così fan tutte? Di Mozart. La musica si è mangiata la poesia senza sputare il nocciolo.
La poesia italiana certo non è tutta così orecchiabile e così gregaria della musica. Una sera d'autunno del 1819 un vecchio gentiluomo, parruccone, aprendo di nascosto il tiretto del suo povero figlio gobbo e ipermetrope per spiarne pensieri e inclinazioni, trova un foglietto con quindici endecasillabi scarabocchiati: mi piace rileggerli con lo stupore progressivo del conte Monaldo e la sua leggera calata di Macerata

Che suono fa la poesia di Leopardi? È un suono interno, remoto, irresoluto, sublime proprio nell’irresolutezza.
Per darsi un timbro forte, distinto e riconoscibile, questa lingua italiana che non parla ancora nessuno, deve aggrapparsi a due sistemi di formalizzazione: il melodramma (nessuno si chiederà come vadano eseguiti versi di questo genere:
Va, pensiero sull'ali dorate;
Va, ti posa sui clivi, sui colli,
Ove olezzano tepide e molli
L'aure dolci del suolo natal!
Del Giordano le rive saluta,
Di Sionne le torri atterrate...

eccetera: come vanno eseguiti? Basta cantarli!)
… il melodramma, e il dialetto. Sentite come suona potente e vivo un sonetto di Giuseppe Gioachino Belli, spregiatore della “lingua depravata” in cui scrive i suoi capolavori.

Ma è ora di saltare al secolo appena scorso. Qui l’arbitrio della scelta diventa spudorato. Pazienza. Il discorso è questo: ancora negli anni Trenta, un poeta come Montale scrive in una lingua limpidissima, ronzante di echi, poesie cugine di altre poesie che, relegate in una loro privata sprezzatura, non ci tengono nemmeno a farsi capire, figurarsi se vogliono far rumore. Ho sentito Montale leggere questi versi: sembrava si vergognasse:

Negli anni Settanta, lo stesso Montale ci regalerà, fra cento altri un po’ buttati via, un minuscolo componimento a dialogo, un'incantevole “regalino” di questo genere:

Di lì a qualche anno, eccolo esibirsi in una tiritera satirica, tirando in gioco le parole e la loro idiosincrasia a farsi usare troppo, nell’esercizio assillante dell’insignificanza.

Però le parole che non vorrebbero più essere pronunziate si portano appresso la loro pronuncia, il suono che fanno: parlano l'italiano, per così dire, l’italiano che ormai esce di bocca tutti i giorni dalla maggioranza degli italiani che hanno qualcosa da dire.
Come mai è stata violata la terra di nessuno che per secoli ha separato una letteratura selettiva e taciturna dai rumori di una lingua parlata, che pochissimi parlavano? Cos’ha provocato ‘sta mutazione? la radio? la tivvù? la stampa? il doppiaggio cinematografico? Qualcosa del genere dev’essere, poco ma sicuro. Non c'è tempo per metter in croce due parole sui motivi e sociali e sociali della mutazione. L'importante è che parrebbe proprio irrevocabile.
E non mi dispiace concludere questa precipitosa galoppa con le terzine (meglio si direbbe, con le similterzine) di una poeta donna, che restituiscono all’andazzo dei versi la spigolosità, il registro oscillante, la spudoratezza, la teatralità della Commedia di Dante. Ha scritto qualcuno: “se per ‘dialetto’ intendiamo non tanto il repertorio idiomatico saporito e circoscritto d’un municipio, quanto la tessitura d’intonazioni e l’energia vocale che consentono a un’estesa comunità di parlanti di comunicare ad alta voce qualsiasi pensiero e percezione li attraversi, l’antico e battesimale italiano di Dante, dopo sette secoli, resta un dialetto di italiani futuri”. Forse nei versi per voce sola di Patrizia Valduga, come in quelli di altre nipotine di Dante (le donne poeta sono da sempre più temerarie, più libere dei maschi?), quel futuro sembra essersi avvicinato, quel dialetto – disciplinato e solfeggiato dalla metrica – parrebbe aver acquistato la dura dignità di lingua nazionale, utilizzabile (con tutte le miserie lessicali e sintattiche che giustamente ci allarmano) sui due versanti dell’uso parlato e dell’uso scritto, della prosa quotidiana e della prosa perpetua. E con l’attacco delle Fondamenta degli Incurabili si chiude.

It is difficult to explain how to deal with the tendency towards monolingualism posed by globalization and the proliferation of jargon and new language and allow the lexical approximation and syntactic impoverishment that are changing our cultural identity,without mortifying the dynamic nature of the language we speak every day. There are thousands of reasons for that difficulty: the first is that I do not know. True, the mythological citations (Icarus and Phaeton), and the simile of the falcon and the lure (which is the bird of reference) seem dated. But the brief outburst of occlusives over which our flying friend lingers (come da corda cocca in Italian, rendered by Henry Wadsworth Longfellow “as away as arrow from the string”) leaves us dumbfounded. The flight is certainly imaginary, but the fact that this Dante understands the perceptions and fears of anyone who has flown at night is incontrovertible. Poetry, the singular acoustic structure of a certain kind of poetry, makes the imaginary concrete when it demands that the reader lift up his voice.
This much practicality is appropriate for cruel, infernal visions, intersected from time to time by the foulest of language. In paradise, the mother-of-pear soul of a nun, bids our Dante—an old friend—farewell with this sublime tercet, leaving herself to be absorbed by the mother-of-pearl moon:

Così parlommi, e poi cominciò ‘Ave,
Maria’ cantando, e cantando vanìo
come per acqua cupa cosa grave.
As sublime and delicate as it is, the tercet of this celestial farewell also demands to be spoken. If you want to understand it, you have to feel the effect that it has on you as it leaves your lips.
Some thirty years later, another poet, the renowned Petrach, who deplored the fact that tercets like these could so easily be mangled by innkeepers, dyers and gymnastics teachers who sang them as they worked, wrote a triumph of rhymes, imbued with the languor of idleness, melancholic and extremely musical.

vertù che 'ntorno i fiori apra e rinove,

The stylistic register is more uniform here, the lexicon better thought-out, and the words flow more swiftly. We no longer have that haste, that spirited cadence that pushed Dante’s verses along, or his fierce vocal energy. The musicality remains on the page, on the verbal score, as it were, and the words swirl around themselves softly so that, as the third tercet cuts in, our eyes slither back to the one before it that portrays her: Laura.
Mario Luzi said it best: Petrarch is our model and Dante is our source. The model is widely imitated of course (Petrarch remained the prototype of European poetry for over two hundred years); the source is inimitable (since when have rivers imitated their sources?).
Musicality attracts musicality. And everybody knows that Petrarch’s rhymes have led myriads of composers into temptation.
But not as much as the madrigals that Tasso wrote a couple of centuries later. His poignant language is steeped in music, it embodies music, just madrigal composers later based all their music on his verses, including the utter rapture of Carlo Gesualdo, genius and wife-killer.
And here is the closing:

According to a coarse, but not too rough, simplification, Torquato Tasso was Italy’s first poet to write in Italian (an examination of the first and third editions of Orlando Furioso shows that Ariosto, to cite one illustrious example, translated Reggio Emilian dialect into self-possessed literary language, which still contained the dialect’s prosody). Just to be clear, almost nobody spoke Tasso’s magnificent language. Many wrote it, of course, and many understood it throughout all of Europe: in the Viennese court, for instance, Italian was generally the lingua franca of conversation even in the mid-18th century. Metastasio, divine poet laureate, lived in Vienna for forty years without knowing a word of German. With the verses of his cabalette, he gave hints to the Croatian colonel who was courting the Hungarian noblewoman:
È la fede degli amanti
Come l’araba fenice,
che via sia ciascun lo dice
Dove sia nessun lo sa.
The divine one, and in the corners of the Hofburg Palace everyone was whispering “E’ la fede… è la fede…”. And dozens of international composers were setting these short lines to music, in works that were still accredited to the poet. Who wrote it? Demetrio? No, Metastastio…
Not even fifty years later, Lorenzo Da Ponte, unfrocked priest, finally did it; he finally allowed himself a tiny variation:
E’ la fede delle femmine
come l'araba fenice,
che vi sia ciascun lo dice,
ove sia nessun lo sa.
and made a gift of it to the choirmaster, who then made it part of an opera.
Who wrote Così fan tutte? Mozart. The music swallowed the poem whole, everything including the pit.
Of course, not all Italian poetry is always so catchy or so apt to be set to music. One fall evening in 1819, an antiquated old gentleman secretly opened the drawer of his hunch-backed, far-sighted son to spy on his thoughts and desires. He discovered a sheet of paper with fifteen hendecasyllabic lines scribbled on it. I like to re-read them, imagining the growing, shock of the slightly humbled Count Monaldo.

What is the sound of Leopardi’s poetry? It is an inner sound, remote, irresolute, sublime precisely because of its hesitancy.
Italian, this language that no one yet spoke, used two systems of formalization to equip itself with a strong, distinct, recognizable timbre. The first was melodrama: (there isn’t a soul who wonders how a verse of this kind should be performed):
Va, pensiero sull'ali dorate;
Va, ti posa sui clivi, sui colli,
Ove olezzano tepide e molli
L'aure dolci del suolo natal!
Del Giordano le rive saluta,
Di Sionne le torri atterrate...
Oh, mia patria sì bella e perduta!
Oh, membranza sì cara e fatal!
Arpa d’or dei fatidici vati,
Perché muta dal salice pendi?
et cetera: How should they be performed? Just sing them!).
…melodrama and dialect. Listen to this forceful and lively sonnet by Giuseppe Gioachino Belli, and his derogatory use of “perverted language” to write his works of genius.

But now, it’s time for us to skip forward to the century that just ended. Here, judgement of choices is brazen. Never mind. The point is this: in the Thirties, a poet like Montale could still write in the most limpid of languages, redolent of echoes, the poetic cousins of other poetry that, self-contained in their own disdain, were unconcerned about being understood, let alone making noise. I heard Montale read these words: he sounded as if he were ashamed:

In the Seventies, that same Montale, presented us with a tiny composition—amidst another hundred he just turned out—a dialogue, an enchanting little gift:

And a year later, he was showing off in satiric nursery-rhyme, conjuring up words and their eager idiosyncrasy to lend themselves to overuse, a nerve-racking exercise of meaninglessness.

But the words that no longer want to be uttered carry their utterance, the sound they make, with them. They speak Italian, the Italian as it were that today comes out of the mouths of most Italians who have anything to say.
What is the reason for this violation of the no-man’s land that for centuries separated a selective, taciturn literature from the noises of a spoken language spoken by the very few? What triggered this mutation? Radio? TV? The press? Dubbing? It was something of the kind, no doubt about it. We don’t have the time to wag our finger at the social causes of this mutation. The important thing is that it appears to be irrevocable.
It is a pleasure to end this hasty gallop with the tercets (or better yet, simil-tercets), of a woman poet who restores the sharpness, the oscillating register, the impudence and the theatricality of Dante’s Divine Comedy to the current trend in poetry. It has been written, “if for ‘dialect’, we mean not so much the salty, circumscribed repertory of a municipality as the fabric of intonation and vocal energy that allows an extended community of speakers to communicate out loud any thought and perception that crosses their minds, after seven centuries the ancient, original and pure language of Dante remains a dialect of future Italians.” Perhaps, in Patrizia Valduga’s verse for solo voice, as in those of other granddaughters of Dante (are women poets always rasher and freer than men?), that future comes closer, and that dialect—with the discipline and solmization of metrics—seems to have acquired the harsh dignity of a national language, one to be used (with all the lexical and syntactical poverty that we quite rightly find so alarming) in both ways: the written and spoken language, daily and perpetual prose. And so we close, with the attack of the Fondamenta degli Incurabili (Foundations of the Incurables):
