Translation - English Executive Summary
The objective of this report is to review the main activities carried out in the Uruguayan Free Trade Zones, focusing on those activities regarding the movements and exchange of goods so as to have a rough estimate of their contribution to exports.
The first step is to survey all the existing free trade zones in Uruguay and specify their main activities. There are 13 free trade zones in Uruguay that carry out different activities: Some of them focus on the trade of goods while others focus on the provision of services.
The second step is to assess exports from Uruguay to their Free Trade Zones, destinations that have become extremely relevant, representing 1% of exports in 2001 and representing 9% in 2011. We can highlight exports to the Nueva Palmira and Fray Bentos Free Trade Zone, such enclaves had a strong dynamism over the last years, mainly due to the agricultural development in Uruguay.
Finally, and based on the statistical information available, the third step is to assess the re-exports of several Free Trade Zones, in particular: The Nueva Palmira Free Trade Zone where we can highlight the re-export of agricultural products and cellulose pulp, the Fray Bentos Free Zone, customs enclave where UPM develops its main activity of cellulose pulp production, Parque de las Ciencias (Science Park) Free Trade Zone from where pharmaceutical products are re-exported and the Colonia Free Trade Zone, where the company Pepsico carries out its activities. It is estimated that the total exports of Uruguay including Free Trade Zones were approximately US$ 9.16 billion in 2011, reaching US$ 5.07 billion in the first half of 2012.
