Probably what I would do:

--forget the word "strict" because it's redundant.

--Use the description of whatever is being monitored: deposit control forms, customer control forms, service bontrol forms... (I would do thig even if what is meant is the ...the user instructions for some kind of software forms.)

Numbered security forms is another variant that comes to mind.

I think numbered forms are more common in the US than respondents to previous versions of this question have suggested. Examples from my experience:

--ballots in the county where I vote in WA state come with a tear-off number strip. The number strips are one thing that could be counted though whether they are or not is a question for a fdifferent forum.

--Many standardized tests come with a numbered test version.

--Things like airline tickets have all kinds of numbers that serve different functions.
