the matter of "formato" I've been assuming that the "formato" meant "form," since this is the Mexican word for "form." However, Shawn Keeney has made me wonder whether this isn't a short version of "formeatado." OTOH, part of the call for tender explains that the process being sold will include later "personalizaci�n" of the chips, so I'm having trouble fitting in the notion that the chips in the call for tender are supposed to be formatted to begin with (except inasmuch as they are either "radio frequency chips" or "(non-)contact chips."

The trouble with this phrase is what they mean by protocolizado. Since I don't know what the specific type of card they are using, I can only speak about proximity cards in general. Many of these cards contain embedded chips which are programmed with some type of data encryption format. For low-end applications, the cards will come already pre-formatted, but there are some types of cards which can be formatted by the end user. Since there are many different type of card reader systems, the user needs to make sure that his card comes with a compatible format for that particular system.
