From looking in various dictionaries and the Kudoz glossary, "déclinaison" seems to be one of those words that can be translated may ways, and I am not sure what fits best in this context:

Le problème majeur entre leurs directions respectives se situaient au niveau du middle management : il y avait un problème de déclinaison de la politique, partégée à leurs niveaux, mais qui ne se retrouvait pas au niveau middle management et au niveau opérationnel

Shortcomings identified in the formulation of the policy implemented by the Director of Communication and the IT Director...
It was the formulation or the drawing up of the policy they implemented that was found to have shortcomings...and not the implementation...

Sylvia: declinaison is not in dictionaries per se. It means the Form or something connected to that..here, it's the formulation of the policy...

Either appears to fit; you may be able to tell from the rest of the document whether the problem lies in the policy not being communicated downward or not being implemented at certain levels despite dissemination of the policy.

I have to disagree with you on that because the context indicates that the policy was formulated at director level and the problem occurred at middle management level.
