This is Latin and not English. And I assume it's Coeli and not Caeli.
'Regina coeli laetare'is the opening words of the Eastertide anthem of the Blessed Virgin. More at http://www.newadvent.org/cathen/12718b.htm
'Coelum'in Latin means Heaven, while 'lateo' means to be glad and joyful.
In Arabic Christian Literature I came across طوبى لملكة السماوات , that I assume to be the equivalent. However, Catholics pray mostly in Latin and some anthems and prayers are not translated into other languages, they are kept in Latin.
