IMO neutraler als "prime minister", da nicht von der Regierungsform abhängig (prime minister, chancellor, president etc)

My take is that it refers to the prime minister (assuming it's national level): at the prime minister's level. (If referring to Germany, then I'd use chancellor's level.) I don't think cabinet is specific enough given the inclusion of Vorsitz in the term.
(If referring to a state or provincial government, "premier's level" would be a good solution, following e.g. Canadian nomenclature.)
