is this Dutch mr. the same as the English Mr. or an altogether different form of address? or is Mireille perhaps a typical Dutch male given name please? it appears in a notarization executed by one Mireille N. but the apostille in English says it was signed by mr.M.N. [no space after mr.]. I need to translate it into Polish, so gender is important, so I can be sure if Mireille podpisał or podpisała that thing.

This is a university degree title in Dutch (meester) given to law graduates and applies to both men and women. The person you are translating is female but a law graduate - you could translate it as LL.M. (behind the name) see the Nuffic glossary.
