В социальных услугах, например, такой подход предполагает бОльшую свободу местных органов власти в формировании своих бюджетов и распоряжении бюджетными средствами, специальные механизмы перераспределения финансовых потоков между госбюджетом и местными бюджетами, заключение местными органами власти специальных контрактов с негосударственными организациями на оказание услуг, перестройку всей системы оказания услуг (отход от сугубо государственной системы учрежений и активное вовлечение негосударственного сектора).
