I am fully aware of what the German text says. However, I have never heard or seen anything else than reference laboratories. Please see also my links.

...might be a useful (more or less descriptive) term for this purpose.
"A measurement standards laboratory is a laboratory of metrology which establishes standards for a country or organisation", is what Wikipedia says about standards laboratories. Probably close enough to what the Bundesärztekammer defines it to be.

"calibtration laboratories" is not what is meant by Sollwertlaboratorien in this context. They are not calibrating.

The BÄK (who wrote the guidelines in question) at least draws a clear distinction between the types of lab (www.bundesaerztekammer.de/page.asp?his=1.120.121.1047.1053.... I'm not adamant on "empirical labs" its just that it fits the description. I'll get back to the BÄK on this. If I hear something interesting I'll mail you.
In addition, I have difficulty to believe that "Referenzlaboratorien" primarily use the reference method to determine the target value whilst "Sollwertlaboratorien" are free to choose their method and that "the set value (Sollwert) is the mean value of all those obtained by the 'Sollwertlaboratien' ". IMO all laboratories should work to certain guidelines and hence should obtain both target and set values. I always looked upon reference laboratories as "leading" laboratories which set the standards for other labs. Where the "Sollwertlaboratorien" fit in still leaves me puzzled.
I checked on this distinction. Referenzlaboratorien use the reference method for determining the target value (Zielwert) of a measurement parameter, whereas Sollwertlaboratorien are free to choose their method. The sollwert is the mean value of all those obtained by the Sollwertlaboratorien. Maybe Sollwertlaboratorien > empirical laboratory

I can't see in the doc (from BÄK) any way of distinguishing the two types of lab.
