Don't understand why a building permit would be granted since the building already exists, and I don't see that ICPE would be "granted", but rather "imposed".

Requires more thought.

PS Had a peek at your ProZ profile and CV and was delighted to discover you are yet another NZ translator (we're the best ;-) ). There's an awful lot of us about for a small population.

So it is indeed that the building permit has been granted. Quite what "granting" of ICPE authorization involves I don't know. Here's what Kiwipedia has noted about "installations classées" :

Installation classée Can be hazardous installations, but also any kind of building, in particular large office buildings, logistics parks, and the effects they can have on traffic, public transport, etc.. Listed facility, listed site. Gazetted (forest). Scheduled establishment??? - Scheduled ancient monument [NCEI,03/04,p.24].
