: Chiar dacă termenul o fi învechit, redă cel mai bine sistemul la care se referă textul, adică cel de la noi. Poate ar mai trebui adăugat „Public” la „pay clinic” pentru a se evita confuzia cu „private”.

: am studiat ambele linkuri oferite si am ajuns la concluzia: daca persoana care citeste traducerea in engleza nu a fost in Romania sa vada ce e o policlinica cu plata va intelege ca nu exista asigurare medicala , poate gresesc, dar nu cred, nu va suparati

Private polyclinic / Private health unit
You could add onto this "...within public health sector" for precision.
In UK paying services, not covered by national insurance, are technically termed as "private", not "paying".
In UK a polyclinic is a specialised term and it could be the correct one to use. It is quite a new concept in this country and although they are not usually private in UK (but may be managed by a private company), there is a move by the current government to create private polyclinics so the term would be understood.
To help your decision, a "polyclinic" in this country is "a place where a wide range of health care services (including diagnostics) can be obtained without the need for an overnight stay. Polyclinics are sometimes co-located with a hospital." See:

However, as the exact same concept may not be transferable between Romanian and English, we do have a more general term, "private unit", which describes a service for paying patients provided by the National Health Service (NHS), which is the state(or public) medical service.

What is private health care?

For instance, should you have to spend some time in the hospital, the public system will cover the cost of your bed in a ward, which usually has three other patients. serviciile nu sunt acoperite de asigurarea medicala si
1. se platesc vizita cu vizita - exemple : acupunctura, naturopati etc.
2. sunt acoperite de " extended health coverage" pentru care persoana plateste in ... persoana sau fac parte din avantajele sociale oferite de angajatori
Clinicile cu plata sunt cunoscute numai ca facand parte din prina categorie
Sistemul privat încă nu e prea dezvoltat la noi. Policlinici cu plată sunt dintotdeauna. La cele fără plată se mergea doar cu trimitere.
Cele cu plata sunt fie asociatii particulare de doctori de diverse specialitati sau cabinete particulare.
