Good evening. This is from the Regulations for Doctoral Programmes at a Spanish Public University. “Los Tribunals” referred to in the context below are Examination Panels. I understand that this means that the Panels don’t have to award prizes if they don’t see fit; however, I’m not happy with my current wording, so would appreciate your suggestions.

Context:

Artículo 34. Premios Extraordinarios de Doctorado

4. Para cada uno de los Campos mencionados en el punto 1, la Subcomisión de Doctorado, en el plazo que ésta determine para cada curso académico, nombrará sendos Tribunales formados por tres Profesores/as Doctores/as de la Universidad, pertenecientes a áreas diversas. No podrán ser miembros de tales Tribunales los directores o directoras de las Tesis candidatas.

5. Los Tribunales mencionados analizarán las solicitudes recibidas, pudiendo recabar cuanta información sea necesaria de los doctores/as que optan a dicho premio, así como de árbitros externos y elevarán a la Subcomisión de Doctorado las correspondientes propuestas. Los Tribunales pueden dejar desiertos los premios.”

agree  Charles Davis: This is how it's often said. I feel that in principle infinitives should be splittable when the alternative is very clumsy (as it sometimes is), though I never feel comfortable doing so. Here, however, there's really no need.
