The Economist Intelligence Unit reports that in March 2003, in an effort to increase flexibility in the labor market, the government outlined a major reform initiative, including “substantial tightening of benefits for the unemployed, measures to reduce health insurance contributions, further pension reform, liberalization of the crafts sector, and tightening of benefits.”
