@ Abel Not really; 'bottoming-out' in essence means 'touching the bottom (when it's not meant to)' — of course, the actual translation depends on the precise context!

Here, it probably means that when [whatever it is] is being 'articulated', [something] that is rotating [?] is touching/hitting [something] that it is not meant to.
