This may be a basic question for most of you, but I don't usually do Spanish so the following sentence seems incomplete and hence incomprehensible to me. Context is a mixup of invoice numbers...

"Por tal razón, considerando que la factura 90035638, el único documento válido que posee MBE para proceder a la solicitud de la devolución del IVA soportado por la adquisición de esta herramienta es la factura 90026127 de 05/12/2014."

I don't know how to interpert "considerando que la factura 90035638". The sentencie seems to say that invoice no 90035638 is the only valid document, but then it also says further that invoice 90026127 is the only valid document. Am I missing the point? Is sth missing from the sentence? Which invoice no is the only valid document here?
