Spanish term
proceso de sondeo

Law (general)
Second time lucky as I posted the wrong term when I initially attempted to post the question. The term appears in a Supreme Court judgment (https://supremo.vlex.es/vid/642132553) in a case on construction defects in relation to the Palacio de Congresos de Oviedo (https://es.wikipedia.org/wiki/Palacio_de_Congresos_de_Oviedo... which appears to have a mobile brise-soleil.
The start of the sentence is fairly straight forward but it turns very technical from "fisuración" on. For context, "orejeras" appears to be a typo and should be "orejetas" (brackets).

welding process
I think there is another typo in your text, which should read "'proceso de soldeo". The roof was supposed to be retractable, but a design error mean it had to be welded into a fixed position.

: I think so, because it makes perfect sense in the context, but it's from a four-year-old article in El Pais and I'm surprised it hasn't been corrected.

Comment: "Absolutely spot on. Confirmed in the lower court judgment with the correct spellings (see discussion). Can't believe I spent so long staring at it without seeing it but when you don't see it you just don't see it."

Here: it uses "fisura"; unlike your posting which implies that "orejeras" is a possible error and should instead read "orejetas", that is not what the link above says.

Roof Problems, Partial Collapse
Jovellanos XXI had refused to pay Calatrava when the roof of the gigantic white steel and concrete structure was not movable due to technical problems in the design, according to reports. The owner spent nearly €7 million ($9.3 million USD) in an attempt to repair the roof, but it eventually had to be left fixed-in-place, reports said.
Moreover, the building partially collapsed “in spectacular fashion” during construction in 2006 and Jovellanos XXI footed the repair bill of €3.46 million ($4.61 million USD), according to reports.

A Spanish court ruled that famed architect Santiago Calatrava must pay 2.9 million euros (roughly $4 million) to a property development company, citing "shortcomings in his work" related to the Palacio de Congresos project in Oviedo, Spain, according to the Associated Press.
According to a report from The Guardian, Palacio de Congresos' infamous, huge mechanical visor has never worked because of problems with its hydraulics. Calatrava has been in an ongoing battle with the building's owners through the courts after they blamed him and refused to pay his full fees.
The architect is facing legal action in his home town, as well. As BD+C reported in December 2013, officials with the city of Valencia, Spain, are blaming Calatrava for the rapid deterioration of buildings within its City of Arts and Sciences complex.

This also confirms patinba's answer that it should be "soldeo".
I think the fact that it appears in press articles is due to the author copying it from the judgment.

and

so I don't think it's a misspelling.
