Si lo que debes traducir es el test pondría eso en la rta A.
Y las demás para ponerlas incorrectas las traduciría como están, es decir no diría billones por billons, sino: por ej. la B)ciento cuarenta mil millones,ocho millones cuatrocientos veintiocho mil etc, etc.

sería lo correcto en palabras para representar 14.008'428.300 (forma que usa la comilla superior ( ' )(no la coma!!!) para indicar millones, trillones o cuatrillones...(10 a la 6a., 12a., o 18a. potencia)
muchas otras personas lo representarían como 14.008.428.300 o como
14,008,428,300 cuando están acostumbrados al uso anglosajón de la coma, en lugar del punto...

Perdón, debí leer completamente su pregunta. Aparentemente, está mal redactado a propósito (no es la respuesta correcta de la prueba de multiple choice).
Lo dejaría como: catorce mil millones, ocho mil cuatrocientos veintiocho miltrescientos.
La opción correcta es la que redacté inmediatamente después de la cifra.
