I'm not sure I understand this correctly, am I right in thinking it means "always bearing in mind the costs and regarding the life span of the products and services" or "always bearing in mind the costs and regarding the services and the life span of the products". Although the "regarding" sounds wrong here. Any help would be most appreciated.

I think it means regarding the life span of the productas AND regarding the services (regarding both things). That is why it says: respecto "a" la vida útil... y "a" los servicios.
