Well if you trust children not to cheat, that is called the honor system (in the US) so I would imagine an honour bar to be one where you paid for what you drank on the honor sytem. But that is really only a rather wild guess;

The concept of hotel "mini bars" in the United States and Canada is similar, although the stock is quantified more carefully, making it difficult to lie.
