For what it's worth:
1. It should read "step-response time".
2. I haven't found any Sp refs to "tiempo de respuesta en escalón".
3. Neither have I found any reliable UK sites with refs. to "step-response time" and the only one I did found did not relate to cardiology.
4. The general impression is that "step-response" is just used in cardiology.
5. So, I think "respuesta al escalón" will suffice.

Según lo que ecnontré, no lleva "de" ni "al", es simplemente "respuesta escalón". Espero te sirva.
