We would like to propose cooperation with you

This sounds more like "business-talk" to me. The term "cooperation" doesn't sound quite "American" to me. It sounds like "a joint venture", but that's perhaps only one specific form of cooperation

agree Peter Shortall : And I don't think "cooperation" is something which is commonly "offered" in English

We should like you to co-operate with us.

We would like to cooperate with you

As a native American English speaker this sounds better to me (taking out the offering verb altogether). After all, offering cooperation is wanting to cooperate with that person.

Just sounds better to me.
