This sounds more like "business-talk" to me. The term "cooperation" doesn't sound quite "American" to me. It sounds like "a joint venture", but that's perhaps only one specific form of cooperation

As a native American English speaker this sounds better to me (taking out the offering verb altogether). After all, offering cooperation is wanting to cooperate with that person.
