Actually I am not sure about "resources", but I think my option with "means" would work.
So, ".... warned about the use of technical means during investigation (or investigation process)".

I don't think "technical means/tools or resources" reads properly. I suggest "The participants in the investigation were given prior warning that certain techniques would be applied in the course of the investigation".

neutral Olga Cartlidge : This could also refer to certain questioning or investigative or tracking down techniques that have nothing to do with technology as such. Why has no one suggested "technical equipment" (which it is ! )

I agree - "technical equipment" is, I think, a much more satisfactory alternative. It's clear and reads properly - which I don't think the previous suggestions did.
disagree Maksym Kozub : In addition to Olga's comment, I would say you have missed "следственное действие". Warnings mentioned in the question are issued per _invest. action_ (examples to incl. a search, an interrogation etc), rather that for the whole "course of investigation".
