I've translated this as "maintaining connections with, and recognizing the citizenship of, the emigrants" but I'm wondering if I'm missing something...

I had to read the text about six times, but it seems that what is under discussion here is the goal of increasing the ties of "emigrants" (key word, for it indicates that the persons in question are being viewed as "those who have left their native land") to their country of origin, including recognizing their citizenship there. This goal is made difficult by the fact that many of these persons are in difficult financial and social circumstances or, worse yet, are "illegal immigrants" (indocumentados).

For XXX, insert the appropriate adjective for their country of origin (e.g., Mexican).

Finally "active policy" doesn't seem to make sense in English (even if there are 40,000+ Yahoo hits for the term) especially, as here, when the phrase is being used in the context of hypothetical policies that, from the author's point of view, would not be effective.

Thus, I feel it is necessary to add, the previous answer was way off the mark: what is being discussed in the text is not integration into the social life of the new land, but the maintaining and strengthening of ties with the immigrants' country of origin.

Robert, I'm indebted to you for your careful reading of the text. Your interpretation is absolutely accurate (the citizens are from 3 Central Amer. countries.) I may use "active policies" as I think that implies ones for which special consular offices and programs are established/implemented (even though they may not be utilized much)...

Pienso que el término vinculación y reconocimiento ciudadano, se refiere a que los emigrados puedan insertarse en la sociedad a donde llegan, es decir, encontrar trabajo, formar familia, tener amistades, etc. en la nueva comunidad donde comienzan a vivir.
