Il s'agit d'une accroche commerciale-slogan d'une ville. Le contexte: la ville fabrique des avions (qui volent :-)), les equipes sportives ont beaucoup de succes (et donc volent vers le succes), etc...

this is really a job for an advertising copy-writer... not for translators (surtout Italien traduisant du français vers l'anglais) - ad people charge a lot of money for this kind of slogan which requires skills other than translation skills
