Explanation:

agree  Armorel Young: I think the word Kontrolle is used here rather loosely to refer to the whole system, not just the monitoring of its effectiveness (e.g. the first quotation appears to be about actual collection), so using "system" would be a perfectly good choice

All vehicles in Germany are subject to a vehicle tax (KfZ Steuer). What is collected here is a toll for the extra toll trucks bear on the motorways. The authorities are epecially after foreign truck since they use German motorways in transit. The vehicle tax for these trucks is not paid in Germany. Furthermore vehicle tax in neighbouring countries is far lower than in Germany. Therefore the toll. The toll is collected electronically - the transit vehicles must be registered with the system. The toll is levied according to mileage. The electronic system in place records the vehicles automatically (I do not know whether the vehicles mut have an electronic card displayed inside the windshield or not) and the owners are sent an invoice or the driver has to pay when the vehicle leaves Germany.
