Explanation:
I think that Cristina's answer is okay, but the IATE glossary also has "inclusion" and "participation" and I would think that even "insertion" might work here. Personally, I wouldn't translate "social" in that sentence.

agree  Lila Castillo: The term "social" here is essential, in my opinion, since social housing projects foster social participation, aside and beyond the actual dwelling.
