From instructions for connecting a wall-hung toilet to the water feed:
"Raccorder le tube sur le robinet d'arrêt soit à l'aide du bicône fourni soit directement avec l'écrou présent sur l'arrivée d'eau (dans ce cas assurer l'étanchéité par un joint fibre)".
I found this explanation on Wiki, but still need the proper term in English: "En plomberie, le joint fibre subit un léger gonflement lors de son premier contact avec l'eau, ce qui lui permet d'occuper tout l'espace disponible, assurant ainsi l'étanchéité des raccords."

I think "washer" makes it clear the joint is not made with "filasse" (= oakum or tow - which begs the war-time joke about toilet paper ...).
