The entire sentence is not clear to me. I am unable to understand who can appeal and then object, and who is "in presentia" and who is "in absentia"

حكمًا بمثابة الوجاهي بحق المدعيتين قابلاً للاستئناف منهما غيابيًا بحق المدعى عليهما قابلاً للاعتراض وللاستئناف منهما صدر وأفهم علنًا في بيروت = a judgment in the presence of the two plaintiffs that is subject to an absentia appeal by them against the two defendants who may object and may appeal. Issued and read publicly in Beirut.

It appears there are two plaintiffs and two defendants. The judgment is in favor of the two plaintiffs where were present. The defendents may appeal whether in the presence or absence of the two defendats who also have the right of objection or appeal.

I hope my understanding of the context sentence renders the whole sentence a bit clear.

that may be objected to or appealed by..

Not happy with 'that may be' but have seen it in some texts.. objectionable occurs... not sure if there is a suitable derivative from appeal.
