This document is talking about various specifications of guards on a table saw. There is a top guard and side guards. Basically there is a circular rotating blade, and the user pushes the material to be cut across the top of the table part of the saw, and cuts it.
ガードは、材料を通して切断しないdadoセットやmoldingヘッドのようなアタッチメントを使用しないこと。
I'm not really getting what it means by 材料を通して切断しない. Is it just saying that the guard can't have attachments that would impede the flow of the material while it is being cut?
And, these dado sets seem to be cutting attachments, but would these really be assembled *on* a guard?

With a little web research, I believe this refers simply to attachments that by design do not cut through the material. See web references below. I am not a tool saw expert.
