This seems to be an expression, would eyes and ears be an appropriate equivalent?

I understand that the voter is simply unaware of the elections.

Optional wording. I actually agree with Robert's suggestion in this context. I suggest this 'scriptural' phrase from the English King James version of the bible for breadth, in case his 'eyes & ears' phrase doesn't fit the source for some reason. The biblical phrase was '...he that hath eyes to see, let him see'.

The voter doesn't see a physical person at the end of the voting system - just a mysterious entity that they don't fully understand or feel part of. I googled this term and the idea of being faceless has been connected to the European Union in lots of examples.
