I believe what they are looking for is a "vector image" which is a method of graphic design by which the image can be altered, in size for example, without the image pixelating.
You may notice that when you try to enlarge certain images the pixels become more obvious and your image looks like it is made of squares rather than being smooth. With a vector image the image and edges remain smooth regardless of how the image is sized.
