As I mentioned below, \"up\" includes the idea of \"higher\" which is why we usually say \"round up to the nearest\".
As a side issue, concerning the question of \"next higher\" versus \"next highest\", I admit it\'s tricky but you always say:
What\'s the next closest station? never What\'s the next closer...
Who\'s the next richest man in America? never Who\'s the next richer...
Who\'s the next oldest in your family? never: Who\'s the next older?
By extension:
What\'s the next highest multiple of ten? (when you don\'t use \"up\", you need to specify the direction, of course)
