I didn't get a single Google hit on this word. I figure it's a calque, but from what language? I can't thing of an English word that comes close.

My best guess is that the author is well acquainted with computer war games: just make a Google search for "Xyrol", and you will get lots of hits for "Xyrol", "warcraft", etc. I assume that the author meant armament, arming and so on.

I guess, it is секуляризация + something else, can not really think of what it can be.
